Now before you spam "u r stupd nub dars no pont" there is a point.
What you would do with it is if you right click under a tree/leaves, there would be a 30% chance of raking a half block of leaves, which you could then collect with left clicking with the rake, which could be placed again. You could also right click on the half block of leaves to get a full block. You could also stack half leaf blocks like you can with slabs. This would make some cool new possibilities and would make making treehouses, shrubbery, etc. easier without SMP hacks.
However, you would have to make sticks out of different materials than just wood. You would be able to make iron bars, which you could then make rakes and iron fences with. You could also make diamond rods, but I can't think of another use for them other than rakes. And since you can't make stone rakes (that would just be stupid) there would be no stone bars/rods/sticks.
You would make a rake like this:

where the three top would be sticks, rods, or bars.
There would not be stone rakes, as mentioned previously.
I don't know if there's really a need for a new tool just for this purpose...but if one of the other tools was able to do this same thing, I'd be all down for it. I feel the same way about ice blocks.

I don't really understand your suggestion but the leaves you place would act like normal leaves.

Let me explain better:
Leaves found on the ground would basically be orange versions of the flat snow layers that you find in snow biomes.
When you break them with a rake (much like breaking snow with a shovel), you get a leaf or two.
You can combine the leaves (in a 3x3 pattern on the crafting table) to make one solid leaf block.
This leaf block affects the player much like water, but it doesn't flow or fall or anything.
Sorry if you still don't understand. This basically allows you to jump into piles of leaves from tall heights and live, slow down mobs travelling through leaves, etc.
EDIT:
The big ugly "****" is a mineshaft, with leaves on the bottom, so instead of climbing a ladder down, you can just jump down, and land safely. Like how people do with water, but with less work.

What was that he was saying about "swimming" up the leaves though? Because last time I checked, you can't "swim" up leaves.
Still, not to be mean or anything, but being able to "swim" up leaves is pretty stupid.
Meh, I like leaves the way they are. Maybe they could break your fall a bit though.
