Sorry if anyone has suggested this already, but I really don't want to read all the comments right now. Well, anyway, how about instead of just using iron ingots to make the drainage gates why not use iron bars?
Because this topic, while comprehensive, is over a year old (the author hasn't signed in for over a year). Iron bars weren't available when the OP was active although I agree they should be used. Since the OP recipie uses 2 iron ingots per half grate and 2 half grates per Full grate, perhaps it should be redone the following way:
Current | 2 half grates per full grate x 2 iron per half grate yields 4 iron per full grate
Iron bar equivalent |4 iron bars per full grate x 6 iron ingots per 16 iron bars yields 3 iron ingots per 2 full grates (more product per resource)
So to make a full grate, you craft 4 iron bars in a 2x2 grid like you do with smooth stone, sandstone, etc. to make half grates, you just craft full grates like you wold to make half slabs. It gives a crafting recipie for Iron bars that fits existing game conventions. We get our semi-permeable block surface as well as a new aesthetic block for our houses, iron walkways, or sewer systems.
A few other updates could be added as well. We no longer need to have gravel or sand break when hitting a grate because villagers will break down gravel into flint much more reliably and I believe that was the primary reason for it.
And while we desperately need more uses for clay, I think the ceramic version of the grate isn't going to be as well received and should probably be sacrificed to make the iron grate more appealing.
If I were to make a new post, fully crediting with links the original and the author while adding in all the new changes, would anyone support it?

The thought crossed my mind, but if I were them and someone took control of my brain baby, I'd have a hissy fit, inactivity or not. I sent an message to the author and I'm hoping that they have notifications linked to their email and it might jar a response, but I'm not hopeful.

I'm not sure how I feel about the recipies. I've always felt an "X" of iron ingots was the most intuitive recipie for a grate (this recipie doesn't work well with the slab version, however.) Iron bars could work with the current suggestion's recipies, I suppose.
The sand/gravel thing has to do with the fact that they should logically pour through. I think the intent is that grate-sand interation should behave exactly like torch-sand interaction. The fact that sand can pass through torches and still reconstitute as a block (if there's room) could be an oversight by the OP.
I agree that the ceramic ones don't seem necessary.
It''s a sound concept but I think it has some mechanical issues. Doesn't it make sense for items to be stopped by the grate but not liquid and if so then I don't see these having enough implementation or practicality to make it into the actual game.

There is a simple misunderstanding. Here, in the OP, this should clarify:
Use and Purpose:

Three: Why would you oppose this? It isn't going to hurt or affect you in any way if they were added. It isn't an invisible enemy that kills you in one hit and has 1,000 hearts and destroys the terrain every time it takes a step. Seriously.
I am gonna take a look at the code in the trapdoor and see if i can make it so the grate is always in an "open" position, yet be a block you can walk on. Might be more feasible if Mojang had some code to work with, and enough community support.
EDIT: Spent the last 45 mins fiddling around with various blocks, iron bars, signs, trapdoors, to no luck. Only started working with java few months ago, on and off. I'd need some base to work with. So far, the iron bars are the closest i can see, but sometimes the items land on the bar part and don't fall through. You also can fall through them if they are in a rectangle at least 2x3. It's a start though. Really love the idea, I make mob systems all the time it would help a lot.

There is a simple misunderstanding. Here, in the OP, this should clarify:
I can accomplish this by making the liquid flow through a 1x1 opening in a vertical surface.
The point is to have a surface to stand on that lets stuff through. It's very convenient for slaughterhouses and waterfall entrances.
