So I was looking through the survival forums and came across a few people with this problem.
Issue
Have you ever gotten a villager that trades diamond picks, but with a bad enchantment, or gotten an enchantment you don't really want? This could fix this problem.
How It Works
You can put an enchanted item into the first slot of an anvil, along with an un-enchanted book in the second. The outcome would result in the book taking the enchantments and leaving you with the new enchanted book and un-enchanted item.
Balance Problems and Solutions
This may seem slightly op as you get the enchanted book and the item. This would however take the same amount of levels it would take to put the enchant onto a new pick.
The level of the enchantments would be lowered by one level per enchantment.(credit to Genlems5Ever)
What if my item is one use away from breaking? Can't I just unenchant it and put the enchantment on a new tool?(Brought up by Creeperking22)
The more damaged an item is, the more the unenchantment will cost.
Example
*all level costs are dependent on enchantments and tool uses
Efficiency II diamond pick + book - levels = Efficiency I book + diamond pick
Sharpness IV Fire Aspect I iron sword + book - levels = Sharpness III Fire Aspect I book + diamond sword
Thorns II Protection III leather chestplate + book - levels = Thorns I Protection II book + leather chestplate
Damaged tools:
100%-85% 1x normal price
84%-60% 1.5x normal price
59%-25% 2x normal price
24%-0% 4x normal price
*these numbers are subject to change depending on what the community thinks

Hmm, I guess this could work. Though, a suggestion: To make this a bit less OP, I'd suggest to take one level away from the enchant. EX: Sharpness III becomes Sharpness II after unenchanting.

That's actually a really good idea, I'd assume level I would not be lowered though.
Although I support, 1 question: Why wouldn't you be enchanting books in the first place? You should be enchanting books and then adding it to the desired item. But, this doesn't deter my support.

I would like this a lot, because I play on a server where enchanted books are a big thing, and when I'm trying to get an enchant on my pick, If I get the one I don't want I could just put it on an anvil and sell it for some money.

I don't think there is much wiggle room for changing enchanting since Minecraft is no longer in a development phase, so changing too much would have a very negative effect.
This is one problem that anyone could deal with, and I can agree to that. It would add an easier way when enchanting, and makes making powerful armour or weapons slightly easier with this. This suggestion has a lot of benefits, and is well balanced as well to fit Minecraft.

When I saw the title of this thread in the suggestions forum, I thought it was truly ridiculous... I couldn't believe that someone would actually think that unenchanting an item is a good idea; it sounded like a step backwards, as you enchant items for a reason... After I read through the post, I was convinced that this had to become a feature. It is well balanced and extremely useful.

Question:
What if you have multiple enchantments? Does it take all the enchantments at once?
You can already fix equipment with bad enchants, you do so with the anvil by combining it with enchanted books and such.
Enchanted books can get a ton of different enchantments, so it does take a lot of exp to get what you want, but that is the point.
With this, all you have to do is enchant a few gold tools, take the enchantments, and put them onto the much-harder-to-enchant diamond tools.
This is just going to make enchanting even easier, which is not good considering how powerful it already is.

It would take off whatever was on it, at the cost of xp and lowering said enchant by one.
