Yes, it does. The logic can be applied universally, and it already exists in the game. It's basic logic that I have no idea how so many people can fail to comprehend.
For instance, let's say, hypothetically, you have a full set of diamond gear with maxed-out enchants and enchanted golden apples, fire resistance and speed potions, etc. Because of all those pleasures, hardly anything can even poke you, and now your iron gear is rendered useless. But was it hard enough to get? YES. And that's just one example, which is probably all it takes to prove my point. You work hard to get good things, that's all there is to it. So you are against logic that is already in the game, and is pretty much all around you.
Now, to state again what others have said, flying in anything but creative isn't meant for survival. Really, it's not. In survival servers, all it takes is maybe 10 seconds of flight to go from an area you CAN be in to one you CAN'T be in. Heck, even 3 seconds could be enough. Plus, imagine CTMs, and other such kind of maps. Scaling that big, dangerous mountain with tons of spawners and lava traps is going to be REALLY HARD, right? Nope! Because of those 20 ghasts you killed, and the sugarcane that just happened to generate in a part of the map, you can fly over all the obstacles gracefully, landing on the safer-looking areas to drink another potion.
20 ghasts would take an incredibly long time to kill, that's for sure, in addition to obtaining 20 sugar. A lot of long-range shooting mobs from spawners may still be able to harm you, flying potion or not. Even when you successfully survive the ultimate obstacle course, the potion effects may likely wear off when you are flying wayy above ground, causing you to fall down and die anyways.

I really don't see it mostly because I don't go on big servers.
I admit I could be wrong but I would like to see some evidence first as to how you would abuse a few seconds of flight in a protected spawn area.
Most creative servers blacklist redstone and mobs, some survival servers even blacklist redstone.
A few seconds of flight is enough to get you quite a ways, especially if you're flying while sprinting.

A lot of long-range shooting mobs from spawners may still be able to harm you, flying potion or not. Even when you successfully survive the ultimate obstacle course, the potion effects may likely wear off when you are flying wayy above ground, causing you to fall down and die anyways.

Taking a look again, I will have to agree with the majority that this does create some implications when it comes to balancing.
As far as I can see, the only thing that could balance out flight would be... Well, that thing everybody and their mother wants to have an use, you can probably guess what thatis, so yeah...
Actually, I would much rather like to see the flight potion not give creative flight, but rather allow the player to jump and stay mid-air for a short momentsimilarly to Yoshi from most Mario games. Unlike a combination of jump and speed, this would make your jumpslast longer rather than travel longer, which could be utilized greatly by map makers.
As for the mobility creep this would cause by using all 3 potions, I would love to have some potions such as this cancel out others similarly to enchantments, which would allow for manymore potion effects to exist without making everything increasingly stronger. Of course the effects wouldn't cancel out each other through the /effect command, and potions could possibly have a tag to prevent them from conflicting with other effects for map making purposes.

They often tend to shoot from far away, and their balls of fire + TNT are quite powerful, and you need lots of precision to touch the fireTNTball before it reaches you, especially in enclosed spaces.

More ghasts in enclosed spaces means more precision, timing, and protection required. Also, it's not our problem if the people who make those maps decide to decrease the value of their drops and change the way the game works in their servers. And it's not like everyone plays on those maps, anyways.

I have much bigger farms, but that's not the point. I didn't say that 20 sugarcane is hard to make, but instead I was saying that it would be just a little bit harder with that + killing all those ghasts, compared to killing all those ghasts.

Leaping potions are extremely pathetic for how rare a rabbit's foot is. Jump 1/2 block higher? I sure can do so much with that! Jump 2 blocks high? Nifty! But... It only lasts about 2 minutes?
Plus, leaping potions don't let you stay in the air for a moment like the person suggested.

I've seen this argument shot down brutally crucified time and time again. Going "It's simple, if it's extremely powerful but extremely hard to get, it's balanced!" proves nothing. Mentioning that offers absolutely no argumentative support for a suggestion if the core of it is ridiculous.
If I go "uhm okay guys okay I suggest we have nukes in the game but the only way to get them is <insert hardest task in the world here> so support!" Is my idea balanced? Sure, possibly. Is my idea of nukes still absolutely stupid? Yupyup. Because it's still something no player should have.

Minecraft is a good example of that, and that's what it can teach people (who are open-minded). Hard work = good things, while laziness = meh things.

This flight potion is basically a mix of a speed potion and a jump potion. Also, the recipe to make this potion is ridiculous. No potion have I ever heard of needed another potion to make this new potion. If you ask me, why not make all potions like that? This potion has to be made from raw materials, materials that are used for brewing potions.
Flying in Singleplayer Minecraft is considered OP because of it's ease in taking a player to different areas quicker and faster than the usual land or sea transportation. While this has a limit, and a very short one. A Player could use more than one potion to stay aerial for the amount of time they want. This would also make PvP a lot more irritating if one has this effect and is constantly avoiding opponents.

Harder to get than a potion that can make you completely immune to any form of fire for up to 8 minutes, at least.
The fire hud is still extremely annoying, though.
I wish it would just put your flames out after you get out of the fire source, rather than it lingering with fire resistance, but that's another suggestion...... That I will not be posting...

Ghasts often tend to hover over lava, meaning that you will likely not receive the ghast tear, and their explosive fireballs travel pretty fast.
