I'm sure bow headshots/critical shots have already been suggested, but I also think that some other bow changes should be made. However, I understand why some people would not want a lot of pvp to be changed since it would greatly impact the hardcore pvpers, but small minor changes should be acceptable. For example, if you shoot a person at the leg, they would get slowness 1 for like 1 or 2 seconds? As a result, some pvpers would just shoot short range and go in to get a small advantage. And maybe headshots would count as double or triple the damage of a normal shot, considering it is quite challenging at a long range. Nevertheless, even I'm not sure of these ideas, I just want the communities' opinions on this
In my opinion, only fully charged arrows that have existed for 40 ticks should be able to head shot so that you can't use head shots at close range to increase your damage. As Broccoli said, the multiplier shouldn't be too big, around 1.2x seems fine considering how bows are already pretty strong. Also, currently arrows make a ping sound when hit, and I think head shots should have a more intense ping so that you know if you're doing head shots.
I believe those changes would help make this into a way to increase the skill-cap for archery without adding in too much additional power.
Now, just imagine head shooting a fully enchanted diamond armoured player, with a bow equipped with Power V and Flame. That counts for serious OP power. Bows are fine as they are, as their destructive power (depending on the enchantment used and how far the bow has been pulled back), and spamming ability keeps a player or mob at a safe distance away from an enemy or player.
However, the idea does sound nice and can be altered. Perhaps for every headshot, critical damage is given or a small bonus of attack damage is given. And as for a player's slowness effect for being shot at the leg or below the waist should be measured by how ticks. Perhaps it could make players immobile or slow for 5-20 ticks or more before being able to move normally again.
Personally I am rather against this, just due to the fact that it is almost all chance at long range, as opposed to skill, making that one player who just joined the server able to possibly kill the veteran player with ridiculous gear because of chance.

This smacks every piece of balance bows have right in the face. This would be so trollish and annoying and PvP and single player. Imagine this combined with enchantments and potions.
