This is just a small idea, but I think it would be kind of cool.
As always, I used the search bar for a reasonable amount of time. I apologize if this idea has already been done.
So, yeah, Ivy.
Ivy would be a plant that can randomly spawn on grass spaces, but only if there's a stone or cobble stone block directly above and to the side, as such:

so basically, what does Ivy do?
It grows on the sides of the stone blocks, slowly moving upwards, at the rate of about one block every two MC days. It looks like a ladder made out of vines, with the same general model as a ladder (it's a thin surface) and it functions as one. You can climb up Ivy like you can ladders. However, it may need to be done so that you hold jump to climb Ivy, since if it's randomly hanging in your way, you want to be able to walk past it with forward instead of climbing it.
If Ivy is left on cobblestone for a long time, about four MC days, that block will become mossy cobblestone.
What's the point? For one thing, it looks cool. For another, you could harvest/farm the Ivy like some people do to cactus, allowing you to cover your whole base in Ivy, letting you climb the walls.
Also, Ivy could be put anywhere, on anything that a ladder can stick to. However, it will only grow if it is connected to a grass block and attached to stone.
However, here's something Ivy can do that Ladders can't: Ivy may be attached to other pieces of Ivy, as long as the piece at the top is connected to something solid. You could have a vine hanging out of your ceiling, which could be really cool. This also means that Ivy could naturally occur in the following formation:

This could make climbing mountains a lot more interesting, as there are ladders of Ivy randomly hanging around for you to use.

This would give you one piece of rope. Rope is exactly the same as Ivy (other than texture) except for three things: 1, rope never grows. 2, rope must be attached (at least indirectly) to a block with a free top side, so:

and third, you can add rope segments above each other as well as below, but if you do, the piece you just added moves down to the bottom of the rope, so...

A note on the crafting:
some people are thinking that it would be better if they ropes were made of string. This makes sense, but realize that there are two problems with that.
First, it's expensive. In order for rope to be worth much, you need a lot. If the crafting pattern was, say, a column of three string, you'd probably rather spend it on a spare bow to leave around in case you die. That is, unless the pattern gave you 4 rope, but that means that the rope has the strength of 3/4 of a piece of string.
Also, in real life, if you were stuck on an island and needed rope, which would you use to make rope: string, or vines? Probably vines: they are MUCH stronger. You just need to stop thinking of rope as something made of string.
Why notch should implement this
well, the main reason here is "why not?" Ivy could not possibly harm the gameplay in any way, is really easy to program (probably), adds diversity to the landscape, and would be really kind of cool. It's not a groundbreaking idea, but it's a small one with no trade off, so why not?
It would be excellent for jungle or ancient forest biomes. Imagine scaling a mountain by vines...
Anyway, if they reach soaring heights, there should be a mob (mischievous jungle pigmen?) who would cut the top of the vine you were climbing, eliminating all vines below it (sort of like reeds or cactus) and sending you to your doom or otherwise.

I really like this idea. I also like it weathering stone into cobblestone; it would make cobblestone occur naturally more often. Normally, cobblestone is only natural in dungeons.
Everything grows up already. How about having the vines grow DOWN over the edges of things.

Can mobs (other than spiders) climb ladders? they never have in my game. If they can, then the threat of mobs climbing that Ivy at the back of your house is just another reason to cut it down.

That seems a little elaborate. I'm not trying to change anything big here. It also wouldn't matter, since the Ivy clings to walls.

Another thing that would makes vines more useful is if you had it so that attempting to place a vine on top of another vine block would automatically migrate the block you placed to the bottom of the vines. This would be an EXTREMELY useful block, since it would pretty much be the only method players would have for building DOWN.

how about I combine those two ideas? you could craft 1 piece of rope with 3 pieces of vine in a row. ropes could be used exactly like vines, except for three things: rope doesn't grow, rope doesn't need to be connected to grass to work, and you can drop rope down in the way you suggested, but you can't do that with vine.
also, vine/rope should probably be climbed with the jump key, so you can choose when you want to climb a hanging vine, rather than it creating a wall.
I do really like this idea, but methinks vines should be exclusive to certain biomes, like rain forests and what you will.
Now, here's a though; instead of turning stone into cobblestone, vines ought to turn stone into MOSSY cobblestone. I'm of the opinion that no building material should be rare, and that would only make just as acquirable as obsidian or bricks.
