Resource packs are a part of the VANILLA game as designed by Mojang. There is no mods about it.
Mod means modification, and texture packs are aesthetic modifications that are often unavailable for the newest version, and it usually takes time to make resource packs. I said that your argument is similar to "no support because there are mods for this", I didn't say that they are mods in that post.

Vanilla clouds are perfect the way they are, all white and fluffy.
If you want "white and fluffy", you might want this:

You cannot do this with resource packs... While you may modify the clouds in the game... Each pixel for the clouds is much bigger than you think. (4-8+ blocks wide, I forgot the exact size)
Look at the pattern in the sky. I used a resource pack to replicate this. Each color is one pixel wide.
The non 3D clouds are just a long sheet on the sky so you could use a texture pack but in infdev each cloud pixle was a lot smaller sadly. I think the NBXlite mod could do this but it's not 1.7.10 I've tried to do it myself but I can't seem to 😞
from indev minecraft clouds had a texture and weren't just white. I think that the clouds should have a texture now, do you?
No. I like how they are now. They have white for as long as I can remember, and they fit the game.

what i really liked about the old ones is that there weren't just plain white and added affect now they are just whatever clouds they are just there
Realistic Cloud textures would be cool but they may cause lag.. Slighty
I doubt it would cause any more lag than the current clouds do, as long as the texture file for clouds stays the same size.
