Since Creepers explode because they have TNT inside of them, why not configure it so that when there are multiple Creepers together and one of them explodes, then all of them are set off as well, just like TNT blocks. There are two way to go about this, either they stay where they are and explode or they are pushed away into different directions when next to an exploding Creeper and then explode where they land (more destruction). This will definitely spice up the difficulty, especially if you become surrounded by them.
Creepers don't have TNT inside them, they have gunpowder. But I do understand that creepers could chain react with other creepers. I personally disagree with this as it would make bigger craters and cause a little more lag if you're taking down more than two creepers.

I think creepers are already overpowered enough; even on Normal difficulty you need diamond armor in order to guarantee survival from a single creeper explosion at point-blank range (they deal 24.5 hearts of damage, iron armor lets you survive 25 - so anything less than full health and/or fall damage from the explosion knockback and/or a skeleton waiting to pick you off and you are dead).
Now imagine several point-blank explosions - that means full Protection IV diamond armor, against which all other mobs are pathetically weak, even the Ender Dragon (amazing that one of the most common mobs deals more damage than a boss mob; I frequently encounter several at once and kill 50 or more per play session, plus those that explode)!
If anything, they should reduce the damage by a factor of at least 2, but decrease the fall-off with distance, thus you'll get more damage in most situations but the maximum damage will be less; even half damage can one-shot you without armor in Normal or Hard. Also, nothing is more annoying than a creeper exploding so far away it causes no damage to me but leaves an ugly hole in the ground.

There is a creeper snake boss that you can get in a mod that explodes one by one.
This is a suggestion for vanilla minecraft not a mod saying that something is already in a mod is not a reason for it to not be in the game.

I think there should be more mobs that get special abilities on harder difficulty levels like zombies.
At the moment hard is mostly just a bit more damage.
That's not the suggestion, and just because it's in a mod doesn't mean that someone can't ask for it to be in vanilla Minecraft.
