I think she means to be able to put like a bed directly onto a carpet which is imposable currently since carpets equal a full block in regular vanilla Minecraft. (I do not know about modded Minecraft though since I am just getting into modded Minecraft.)
And how do you propose we fill a voxel with two different sets of data simultaneously? This isn't something that they just chose not to do, they didn't do it because there isn't an easy way to do this. Your best bet is making some sort of complex tile entity that can accomplish storing the properties, mechanics, and hitboxes of two things simultaneously, which is in no way easy. So do you have any ideas on how to do this?

Heck, I still consider myself a noob since I started playing just in the middle of last year and still finding things out about Minecraft myself. Actually, isn't this kind of possible? Look at Item Frames. You can have 4 of them occupy the same space.
If you really want a coloured flooring on which you put items, you could use wool blocks instead
They will look exactly as carpet albeit a pixel lower and causing your floors to be bigger.

Perhaps creating a new block data for each kind of Carpet + Block, that is only for blocks like Flower Pots, or Chests, blocks that are not full like Stone, Crafting Table or even Wood, still it would take too much time, or it wouldn't?

You have Chests, Trapped Chests, Ender Chests, Cobble Walls, 5 types of Wood Fence, Flower Pot, Iron Bars, Beds, Glass Panes, 16 Stained Glass Panes, 2 kinds of Torch, plus ones you would want to place at floor level but can't with Carpet like Ladders, Tripwire Hooks, Tripwires, Doors (6 including Iron), and 4 Pressure Plates. Assuming that many of these use some data values for different states so you would need 1 for each Carpet color we are looking at roughly...

Yes you missed a few like End Portal Frame and the Fence Gate... The value is still huge though, there is not a way to mix both data into a voxel, like Overwriting the blocks into eachother?
