There is a skeleton riding on a spider, there is a zombie/zombie pigman riding on a chicken or silverfish.
However, how cool would it be for endermen to be able to carry other mobs!? Maybe only on hardest difficulty, but still, listen:

That would be scary! An enderman carrying a creeper? And then when you looked directly at an Enderman it would zoop around dropping nearby creepers at your feet!

Of course, they can't always carry Creepers so it wouldn't be that overpowered. I think it would be fun to battle an Ender Jockey, trying to look down while taking out the other mob he's holding.
As long as this is rare, partial support. This seems very OP but is still a good concept.
Like I said, only on hardest difficulty. And they would be a fourth as rare as regular endermen, which are pretty rare to begin with.
Also, it doesn't have to be creepers only. it can be any mob. Villagers, pigs, cows, spiders, spider jockeys, other Endermen, Zombies, skeletons, even Squids.

In the end, needless to say, endermen aren't very rare -.- Though a skeleton-carrying endermen would be a bit OP. Useful mobs shouldn't be carried (Villagers on endermen? What?). Otherwise I think it could be a good challenge in the end, at least for all those people complaining that the end needs more challenges.

I would like to see this in game, but perhaps to a certain hostile creature. Not creepers though, another mob which would fit well. Imagine an Endermen teleporting from behind whilst holding a Creeper...
Well, I guess one a night or one every other night would target the player, but only in the Overworld. And in The End I think that they should be more common, but that defeats the purpose of having only Endermen in The End.

As others have already pointed out, an Ender Jockey being only 25% as common as a normal Enderman isn't exactly that rare. Plus, it would be a little bit OP to have an Enderman with a Creeper. (I do like the idea of an Enderman carrying another Enderman though)
Having said that, I also like the idea of an Ender Jockey as a whole (Endermen can pick up entire blocks from the ground, amother mob wouldn't be much more weight) and think it would be unique after the Spider and Chicken Jockeys. However, I can't give full support due to the reasons stated above.

I think the Zombie floats a bit, though. I never actually tried that.
As for the OP, I guess I support, as long as it's pretty close to the rarity of a spider jocket, and can only spawn and pick up one mob per Enderman.
