No, difficulty is not relevant.. It's relevant in determining how powerful things can be, but not relevant in that being hard to get means it can be as powerful as you want. And, yes, if there's terrain in between the person can't use the bow and stay out of range, negating all advantage. And why should they add an item which is only balanced when players don't use it on each other?
Because PvP is not the focus of balance, and most players play Singleplayer, so if there's a choice between a weapon that by default is balanced in PvE but not in PvP, or viceversa, PvE>PvP (In fact, PvP seems to already have rather bad balance. By your logic, the same could be said of bows).
Plus, terrain can just as easily mean "A pit, ravine, or similar between both players", "A shallow moat between both players", "A lava moat between both players", "A pit leading to lava", "The Ender Void between two players", etc...
Plus, even if the Guardian's Gaze was outright better than the bow in PvP, why should a weapon that is difficult to obtain be weaker than one that is easier to obtain?
Plus, even if there's no terrain inbetween (That is, assuming a Superflat map), it's not like alternating between taking potshots and sprinting away is impossible.
Finally, you can use both a sword AND a Bow at the same time, while the GG needs a second item in the off-hand in order to be at peak power (Or, more accurately, versatility).
Of course, since quite a few of the issues you pointed out can easily make this weapon too powerful in PvE as well, I'm nerfing it anyways AND making the inability to sprint and charge or fire the GG at the same time more explicit (I didn't notice I missed out that important detail).
Namely, I'm reducing the range as well, along with making it deal no knockback (Which means that, in your scenario, a sword would work by simply sprinting at the GG user while wearing enchanted armor in order to reduce the damage and get close to the enemy).

A new ranged weapon based upon Guardians. It also gives a true reward for fighting them, which means that it fixes two complaints with a single item (Technically two).

I would support this weapon. However, I think 16 per recipe is overpowered. Instead, it should be more like 8 per recipe. As for enchantments, I think it should have Mending, Infinity and Unbreaking, but none of the other bow enchantments. I also think that this weapon should only be able to receive enchantments through an anvil.
A unique weapon that give us a use to go to the ocean monument. I rarely go there because there's absolutely nothing worth struggling for. This one, however, manage to find a good spot in PvP, and I honestly would be setting this weapon as my treasured item list, since it's just so good. This idea is also pretty balanced, so you earned my support.
I like the first crafting recipe but a cool tweak would be for the elder guardian to have a drop that replaces one of the crystals just to make it a bit harder to get!

That would involve adding an item that has only 1 use, and would also cause the weapon to not be renewable, which isn't a desired trait.

Paralysis-Causes enemies to freeze in place for up to 3 seconds upon being shot.
Bulls-eye-Random chance of landing a critical.
Guardian's stare-Does more damage over time.
Paralysis is most likely a pain in the rear to balance, and lasts too much.
Bulls-eye is outright awful because it depends on luck, so it's not reliable.
Guardian's Stare would likely be similarly hard to balance on a weapon that can hit several targets at once.
