By dangerous, he's already stated that the mob is neutral and means that they can attack you [well obviously, why would a passive mob be dangerous?] Also I think this suggestion's pretty neat, just needs some fixes here and there.
Support.
I think it would be appropriate if instead of attacking you once you reached a certain distance, they should just follow you around for a while, and attack you if you're low on health. That would fit more with the popular image of a vulture circling above someone, waiting for their death, and it'd be interesting from a gameplay perspective to introduce new threats exactly when you don't want them.
With the great idea that this is, I just don't think it'd fit in being the only bird creature in Minecraft(Unless you count the Dragon, which I really don't). I think that if this were to be released as a mod, it should have small passive birds and maybe a neutral one as well. Same goes if it actually made it into the game.
Peace.
PS. Could grab raw meat(ie. pork, beef) off you if you die while it circles you, referencing another post.

Vultures seem like a pretty good addition. They'd be a nice source of food for deserts, which would function as an anti-frustration feature for people who initially spawn in a desert.

Maybe they could circle overhead large hordes of zombies (as if they're waiting for a player to come kill the zombies, so they could get at the rotten flesh. Vultures in real life have been known to use humans to lead them to food). It would be a cool way to identify if there are zombies coming your way.
Also crows would be a cool addition. They'd have the same AI as vultures, but they spawn in the forest instead of the desert.
