Maybe you could team up with DrZhark and Mojangcrosoft and make this a reality! I like how it's quite well-balanced and my favorite Ice Age mammal is the wooly mammoth. Maybe also add the wooly rhinoceros and saber-toothed cat?

This is a fantastic idea, I have always wanted more animals/ overall environment to be added to Minecraft. Thank you on your very well written and detailed explanation of that, these days its rare to find someone that does that.

I thought of something, but it's going to sound demented:
For the mammoth horn, it could be that you can only use it when on a mammoth, and it will make a tune that directly corresponds to the coding of the banner. For example, an i in the code means a high f from the horn
I don't know, you decide.

Edit: I think that the mammoths should come in slightly different shades of brown, because IRL, not all mammoths were the same.

basically, for the horn, every item has it's code, right? But EVERY banner has a different code. It could be that the horn plays a different tune for each banner, depending on the code.
I like this suggestion, support! However, a couple of things:
I don't like the new biome. It's boring and unoriginal (not like our current biomes are any less boring tho). It has basically nothing to add to the game. Why not put mammoths in any of the already existing biomes? Savannah? Tundra? Plains? These are the closest things to real life mammoth environments we have, and minecraft doesn't have to be 100% realistic. But I digress...
I also think you should be able to use bows or swords when riding the mammoth no matter what part of it you're on.
that is for balancing i have quite some ideas but i dont know if the OP is open to them.

This looks really cool and well balanced, I would suggest remodeling the trunk some, but i support this.
