I'm not sure what you had in mind for the textures that weren't included. If it helps, I've included a few textures for reference if needed. I didn't know if you intended for the toxic substance to be a translucent like water, or look more like radioactive waste. Thus, I've included two textures for that.
I have tried the mod and it is fun, I think this should be added to the game. The only thing I think should be changed is there being a way to get up from some of the lower levels if you are finished mining.
It's very neat and would add a big element of adventure to Minecraft. It would also be great on some sort of survival/factions server, make a secret base in one of the levels.
But I have an idea! How about you try to make this somewhat like an adventure theme, and have it go like, between important layers there are Boss Fortresses. You must defeat the Fortress-master to advance further down to the void, and there is decent loot you can collect from Fortress chests, similar to an ender stronghold or a nether fortress. That would be really cool! And each Fortress-Master is unique and stronger than the last, the strongest being the master of the Forgotten Labyrinth.
If you're willing to go to great detail, try this idea too: If you want to just mine and not be bothered with the bosses, how about you add 2 different portals at the last layer before the next Boss Fortress; one goes to the fort and the other goes to an alternate set of layers. The set that you enter every time you choose to skip a boss fortress will be called the Simple Layers. These Simple Layers ultimately go to the Forgotten Labyrinth, and the loot in the Simple Layers is either less common or less powerful.
Basically, to sum this up if you're confused, here is an example.
Mutation Level: Your options are, go to Boss Fortress 3 or go to Simple Layer 7
Upon defeating Boss Fortress 3: Progress to Void Level /// Simple Layer 7: Progress to Simple Layer 8

About the Near Nether level. Would you find the nether after that level? Doesn't make much sense to just find random nether stuff, same for the end level. I think the cave villager level should be higher up as well.

While the idea sounds nice, I can't see how it'd be implemented without creating a lot of lag and increasing the world data size by a ton. Players travel very far in various directions. This currently creates chunks and every block within them up and down. With this implemented, we may increase world sizes by twice the amount, and I know largely explored, tampered with worlds will add up. Nothing major, but too much for just a simple world. More importantly, the amount of lag that would be generated when you look down would be insane. Low-end computers would be unable to run Minecraft and I wouldn't be able to play with my wife anymore. Running a server on my laptop for private use would be out of the question.
You also say 'less lag', but I find that hard to imagine. If there was someone with technical experience that might be able to explain it in a way that would theoretically drop the potential lag I foresee, that'd be wonderful. No lag, great idea. As I see it now though, Deeper Caves poses a problem to the low-end player.
If you're still accepting ideas, I had an idea for another level. It's called the Nightmare level. It exists just before the Forgotten level, and the terrain is very similar to the Maze level. The cave is made of Cobblestone and Bedrock, as well as their fragmented variants. The Bedrock, however, only spawns in tiny patches, so it's still possible to reach the bottom of the world. No ore spawns, but you may occasionally run into one of the 4 variants of Obsidian.
This level gives blindness while you're in it, and mobs spawn in here sightly more frequently, especially Zombies and Spiders.
The attachment below gives a few examples of the level.

Since each level would be a separately managed dimension, that would reduce lag greatly. Same if it were implemented with the same premise as cubic chunks, which would also greatly reduce the amount of lag experienced.

I like anything that would improve gameplay in Minecraft. We've seen a lot of changes on the surface, such as new mobs, creatures, additions, blocks and biomes. However, the underground has been neglected for some time now. We surely would need to see some changing merely speaking of caves.
I do like your idea, and it has a lot of potential, although it's a BIT TOO overwhelming. Something that caught my eye though was the "Forgotten Level", despite the awful name of it. I guess it would be cool if there's a small yet no too small of a chance of spotting a hole in the void-layer, which you can go down through, that would take you to this alter cave system with truly deep-dead creatures.
Overall, I just think this looks too much like Terraria, with MULTIPLE layers of underground biomes/themes. I like the idea you've sparked either way!
Id say this is a good idea for a mod. It just seems horrifically resource intensive. Unless all the levels were dimensions i cant see how this would work.

Why should he? There may be conflicts in whatever API he is using with 1.8 or 1.9, or some personal matter. It's not nice to demand things like that.
