Sometimes, you have one hunger bar missing and you want to fill it. However, all you have is a few steak and you don't want to waste it. What do you do? Eat part of it! Food items should be able to be partly eaten, replenishing less hunger but preserving it for later. When you start eating food (say, that steak), a durability bar will appear on it. If you stop eating when the bar goes halfway down, you get half-eaten steak and restore 2 hunger bars. Or you can eat a quarter of it and restore the one hunger bar you need to fill. It would work with all foods except the ones which restore one half of a bar (potatoes, for instance). This, in my opinion, would be a good idea to save food if you're running a bit low.
Also, you can eat only a small amount of a golden apple too, which give you lesser effects for a shorter time. If you need just a few more buffs, but not too many, you can eat part of a golden apple and get weaker effects.
This would also work on potions, allowing you to break up the amount of time your potion effects last.

Isn't that what saturation is for? If you eat a piece of food that replenishes more hunger than you need, doesn't it give you a certain level of saturation?
All food will give saturation, but the saturation depends on the food. Golden carrots give more saturation than steak, for example. Even if you eat a steak with only 1 hunger gone, you will still get all the saturation it would normally give. I honestly think this idea is just cluttersome, having a bunch of uneaten food in your inventory would be extremely annoying. No Support
Redundant, and really, it is part of the game to decide which food is the most efficient in your current situation.
