I'm suggesting things for The End because I not only see potential, it's also one of the most useless and ignored places in the game. So, here they are:
Blocks
Odd Mushroom
Spawn: <45 blocks from the island's edge
Spread rate: The same, likes its brethren.
Behavior: Like normal Mushrooms, this Mushroom will drop as an item. This Mushroom, can be eaten raw however. Eating will give you 3 Hunger points. (Or 1 1/2 Hunger bars) This can also be used to feed Enderkites.
Acid
Spawn: In 4 of the randomly generated ponds on the surface of the island, and also randomly occuring springs near the island's edge
Behavior: Although similar to Water, Acid does not damage Endermen, effects any End mob with Regeneration 1 if they make contact with it, and slowly damages Players by 1 HP every 30 ticks. This liquid like Water and Lava, can be picked up and placed down by using a Bucket. This also reacts to Water and Lava, turning Water into Acid in The End, and turns Lava into Endstone.
Glazed Endstone
Spawn: This purple block, along with its chiseled varient, can be found in the End's cellar naturally.
Crafting: Endstone surrounding a Glowing Goo in a crafting table. This yields 6 Glazed Endstone.
Other: This block is completely immune to explosions. It may be pushed and pulled by pistons.
Endsilt
Spawn: Random patches on the surface and inside islands
Behavior: This block is not affected by gravity. Odd mushrooms can become Giant mushrooms on these blocks.
Teleporter
Crafting: A Obsidian crystal in the center, 2 redstone on its sides, an iron block below it, 3 gold pressure plates on the top row, and 2 ender pearls in the 2 last spots in the bottom row.
Info: This block when 2 are placed by a Player, will teleport the player after a delay of 3 seconds, and will consume an Ender Pearl when the player has teleported.
If there is no Ender Pearl in the player's inventory, they will not be teleported.
Other: A player may only can only have 2 teleporter blocks at 1 time. If a player attempts to make another link via other teleporters, they will not work. This is done with NBT "Owner" tags in the blocks. This block may also teleport entities, and even mobs.
Diron Ore
Spawn: On newly generated islands in The End (Not the original)
Drops: 2-12 Diron Dust
Lamp
Crafting: 1 Glowstone, 1 Diron alloy, and 1 Glass pane
Light level: 14
Other: This can be dyed by right clicking it with any dye. Doing so will not only change the color of the block itself, but will also affect the lights color itself.
MOBS
Enderkite
HP: 20
Spawning: 1/25 chance in The End
Temperment: Neutral (Can be aggravated by attacking it, staring directly at it with a bow or sword in hand, or destroying an Endercrystal.)
Drops: [Rare]1-2 Ender crystal [Uncommon]0-1 Ender pearls
Other: This flying mob in some ways behaves similar to the Ghast, but it's neutral, shoots Acid charges that have a splash damage radius of 2 blocks, has more HP, and more tactically engages players.
This particular mob may let you ride it if you hold a Crawler Leg or Odd Mushroom in your hand, while looking at one. After 5 seconds it will make its way over and hover near you. If you feed a Enderkite a Leg or Mushroom, it will let you ride it. This isn't officially considered taming, partly because you will need to feed the Kites another one of the items you used if you get off it. They will also still despawn. And, they will still attack if you attack them even if fed. Remember, they will not follow you like Wolves and Cats. They cannot be permanently tamed like animals.

Triffid
HP: 60
Spawning: 1/35 chance in The End
Temperment: Hostile
Drops: [Common]1-2 Glowing Goo

Crawler

Spawning: 1/35 chance in The End

Other: This unusual creature is very quick, and can even jump 10+ blocks to reach you!
Melee Damage:

Pitch Worm
HP: 8
Spawning: 1/100 On islands that are not the original.
Temperment: Peaceful
Drops: [%100] 1 Worm meat
Other: This rare critter will attempt to run away like typical animals when hit, but will have the speed equal to having speed III and a more linear/direct path.
Damage:
-None
Other
Cellar
This structure generates inside islands that are not the original island, and will always generate it's entrance in the side of a cliff. Cellars are made of Hardened Endstone, along with it's chiseled varient.
This generates with different rooms, such as:
Acid pool rooms, Endermite spawner areas, Enderman block stashes, hallways, normal rooms, and corridors with chests.
Chest loot is equal to that of Strongholds.
Diron Dust
This drops from Diron Ore when mined with an Iron Pickaxe or better. Used to create Diron alloy.
Diron alloy
Created by placing 4 Diron dust around an Iron ingot. This is used to create Navigators, Transmitters, Diron Minecart, and Lamp blocks.
Navigator
Crafted with 1 Diron dust, and 4 Diron alloy around it. This will direct you to the End Portal created when the Enderdragon is defeated. However, if this is used before the Dragon is defeated, it will act like a normal compass. This does not work in the Nether, and in the Overworld will direct you to the nearest End Portal.
Transmitter
Created with 3 Diron alloy on the bottom, an Ender Pearl to the left above them, and a redstone dust to the right above them, and an optional dye in the middle. This transmits redstone signals to another transmitter of the same dye color of equal strength as they were sent through.
Diron Minecart
Crafted like a traditional Minecart, this Minecart maintains a constant speed at the same speed it was propelled by player or powered track as long as its on a flat track. If this negotiates an upwards incline it will lose speed and remain still when it has lost all speed, even on slopes. Taking a turn will also slow down this Minecart. If pushed against another Diron Minecart, they will "stick" or couple up with one another, thus making Minecart trains.
Ender Crystals
These drop from Enderkites, is used to create the Teleporter. These are not to be confused with the entities that appear on the pillars.
Glowing Goo
These drop from Triffids. They are used to create Dragon food, and to create Glazed Endstone.
Crawler leg
This drops from Crawlers. Used to create Dragon Food, but if you also hld right click, your screen will zoom it and when fully charged, will jump 5-10 blocks into the air. The leg disappears after that. Can also be used to feed Enderkites.
Worm meat
This drops from Pitch worms. Eating it will result in nausea II for 5 seconds, and 4 hunger points. (2 hunger bars)
Dragon food No. This. Is. Not. For. Taming!
This is created when you put a Crawler leg, Glowing goo, Worm meat, Ender pearl, Ender Crystal, and a piece of rotten flesh into a crafting table. If you right click a Dragon Egg while holding this, the egg will begin to shake, then a tiny Ender Dragon will fly out, grow bigger, and when reached full health will spawn all Ender Crystals back into their original positions and broad cast a message in the chat saying "The Ender Dragon has awakened!"
In a nut shell: used to respawn the Ender Dragon.
Giant forms of Odd Mushrooms generate.
Endermites now spawn freely in The End as a 1/15 chance.
The End's islands now generate for infinity. But the obsidian pillars will remain on the original island.
Ender Pearls go unaffected by gravity only in The End.
I really like this idea, but I think you should take it easy on the amount of blocks you want to add. Maybe just one or two blocks seems balanced in the end. The mobs are perfect, but the pitchworm should have purple/magenta eyes like every other ender being. Kite's also seem like a great mob as well. I wasn't to enthusiastic about the idea of crawlers and triffids. Those would be tricky when fighting the ender dragon, even if they are uncommon. I liked only a few things in your Other's spoiler. The idea of dragon meat sounds fitting, as well as ender crystals. But the other items seemed to be linked to other blocks that I didn't really support. Also, Endermites should not spawn freely. This will cause a huge problem in The End. Endless fights among Endermen and Endermites. It's best they stay unchanged for now.

I didnt make the Worm have the traditional purple because I felt that if I did it for all the new mobs the colors would feel a bit copy-paste/unoriginal. The Triffids are stationary, and both it and the Crawlers AND the Enderkites are also there for an extra challenge when battling the Dragon, as the Dragon is quite easy to slay even on Hard. Also, what's wrong with adding a drop that allows you to craft specialized versions of Endstone for builds and houses? I also did some digging on the Mites, and Endermen only seem to aggro on player-spawned Endermites.

Yes, you are right. Changes to world generation will only occur in newly generated chunks. This is to prevent builds from getting destroyed by the new world generation.
I ran into an issue with islands, its not really content on islands other than the original island with the pillars to encourage more exploration, its traveling between them. I do have an idea for creating Ender Pearls that have no gravity however...
Not everything is 100% okay, such as the infinite spawning of endermen with endermites (perhaps make them nonaggro to each other here?) but 80% support from me

Only thing is, I don't think all of this should be added at once. That sounds weird, I know, but I feel like the end would go from being useless to being overwhelming. I'd like if this was all split up into maybe two or three updates.
Other than that, I love your idea. The End does need changes/additions to make it more interesting, that's for sure. Your post is very detailed and original.
The end dimension definitely needs a lot more to it because right now it is just boring. I mean just going around killing the ender dragon and getting the egg is pretty boring.

True. I had thoughts of this, but I frgured not because that could be the very bane of me on these forums as we know if something like that isnt just so its taboo. Alrighty then. I might make it so you can fly Enderkites and lure them to you to ride on, but probably have to give them something or hold something before/while you're riding them. I'll see.

In fact, I think that the end should stay mostly the same on the surface, but underneath is where there would be a world of cave networks and strange new mobs to encounter.
