It states that it's for adventure map-makers only. So unmodified worlds will not be affected. Unless you summon it with commands, or an adventure map that you downloaded were to use this feature, you will never see an armored Creeper in your life.
If making them more defensive is a problem, then you may lower the said Creeper's health so it evens out, this is also completely possible to do via commands. Meaning that you could lower an un-armored Creeper's health to make it to where it would take the same amounts of hits to kill it as if it didn't have armor.
Your cats will not die from armored Creepers, as once again, it does not affect survival. Please re-consider. If you voted 'no' in the poll, please put yes if this changes your mind. If you still say no, please explain, as it seems that this is just a mis-understanding.

That's cool, didn't know that mod existed! I almost never use mods, except sometimes Optifine, and TMI (Too Many Items), so I still would like this in vanilla, nice find, though.

Creepers with armor wouldnt be too OP. i think the mobs in minecraft should be a little more op because they are way too easy. they are more of a annoyance than a "monster"
It would make creepers look stupid! Now don't get me wrong, I'm giving full support, but this makes them look weird.

You can also do this with customized monster spawners.

Why? There's no spawn egg for armored zombies, skeletons, or zombie pigmen. Spawn eggs have the same chance to spawn armored mobs as the current difficulty they are spawned in. (Meaning that spawning a mob in hard difficulty with a spawn egg has 5% chance for it to spawn with armor)
Or, you could make it so there is a creeper boss mob, you know, the ones that pick things up? And of course, this wouldn't spawn in survival. But, this would make so that all you have to do is throw some armor at a boss creepers' feet, and have it pick up the armor. (which typically auto-equips it)

For those saying they want them in survival, no, i'm not going to change it. But, you can.
You can make Creepers spawn with armor via command blocks if this were to get added.
The reason why I don't want them to spawn in survival is because I think it's pointless.

I know, to me the suggestions thread is just a way for me to express my ideas (Well I currently only have one not counting any in the small suggestions)
I'm already doubtful that they even acknowledge the forums anymore, it's a shame, too. There are quite a few good ideas here!

No, I don't want ANYTHING bad to happen. It already did, and I don't wanna deal with more op creepers.
Peaceful - No creepers.
Easy - Creepers spawn without armor, but can with commands.
Normal - Armored creepers are rare to spawn by themselves, and are limited to Chain armor.
Hard - Armored creepers spawn regularly, but only get Gold armor.
Hardcore - Creepers almost always spawn with armor, an type.
