I was inspired by a recent post, but a lot of what they said was generally overpowered. These are my, more balanced and vanilla-ish ideas. (Some of these have been suggested before, such as venom, but are almost always a new arrow type, not an enchant.) Incompatible enchants can only by applied with commands, and normal enchant levels cannot be exceeded without commands.
Legend:
E - Arrow effect, applied on collision.
A - Effect of the arrows themselves. (i.e. trajectory)
B - Effect of the bow.
Bow Enchants
Quick Draw: Comes in 5 levels in survival, each level decreases drawback speed by 10%. (Level 5 reduces by 50% total)
Quiver: Comes in 1 level. Automatically reloads an arrow after the previous is shot. Is incompatible with infinity.
[E] Blast: Comes in 2 levels. Creates a tiny or small explosion when an arrow hits a block or entity. Is incompatible with flame and other effect enchants.
[E] Venom: Comes in 2 levels. Inflicts the target with a brief poison effect. Is incompatible with flame and other effect enchants.
[E] Splinter: Comes in 3 levels. Arrows deal one half heart splash damage, but are destroyed upon landing. Splash area is about 2 blocks radius, but increases by 25% and deals an extra half heart of damage per level. Power enchant does not increase damage of splash. Is incompatible with flame and other effect enchants.
[A] Gust: Comes in 5 levels. Increases the speed at which the arrow travels by 20%. Does not effect trajectory, the arrow just travels more quickly.
[A] Flight: Comes in 5 levels. Decreases how much the arrow arcs by 20%. Level 5 (or higher) makes arrows not drop at all.
[A] Scatter: Comes in 3 levels. Makes arrows less accurate, but can shoot more arrows at once. Level 1 shoots 2, level 2 shoots 3, etc. Each level increases the spread by 10%, with a maximum of 30 degrees. Note that arrows are not duplicated, will consume respective number of arrows per shot. Increases drawback time by 50% for all levels. This layers over Quick Draw, so the increase is 50% of the final speed. Incompatible with infinity.

[A] Trail: Comes in 1 level. Arrows shot have a glowing particle trail visible from a far distance. Particle trail lingers for about a second and slowly fades. If dye is in the in the hotbar, it will be consumed and the trail will be colored. Dye consumption goes from left to right. When there is no dye, the trail is a dull translucent grey. Synergizes with infinity, does not consume dye.
