Hello! I had an idea for a new biome, the Sky Island biome! It would be in the air, and in f3 mode, the biome would only change to Sky Island when you flew/built up high enough. It would have a large amount of floating islands, all unattached, but it would have a custom village with bridges connecting the houses. It would also have a custom type of wood, Cloud Wood. It would be white and have white planks. The leaves would be slightly lighter oak leaves, and the grass would be the same colour as the plains biome grass. I know this is quite major, but I just thought it was an interesting idea. Constructive criticism, ideas and support will be appreciated.
Cloud blocks could also be added and these blocks would not cast shadows.
They would surround the whole bottom.
Seems a bit reminiscent to the Aether, but I see potential and obvious differences
I myself had an idea for Sky Islands. Rarely, when a sky island generates, it appears that some sort of magic pulled a chunk of the world below into the air. That same magic transformed it into a land with new vegetation and mobs to inhabit these new islands in the sky.

There are two very big technical issues with this idea.
first: chunks don't change vertically. Even if your 1000 blocks up, a plains biome remains a plains biome. Unless something like the Cubic Chunk system were to be implemented, this wouldn't function as a complete biome. A generated structure at best.
Second: even if this WERE a generated structure, the floating islands would cast huge shadows on the land below. Not only would this look extremely ugly, it also makes these floating islands incredibly easy to find. Just walk up to a shadow and start pillaring up. Hostile mobs will also constantly spawn in these shadows.
No matter how cool this idea sounds, it isn't possible as of now.

As you said, there are mods that only allow mobs to spawn on certain areas of the y-axis. I'd say maybe make it so no mobs below maybe 10 blocks of the island itself (say the island spawns at y:100; mobs can spawn from y:90 to y:256). That way no matter how dark it is under the island, you won't have a constant influx of mobs spawning down there.
This could also prove a bit cheaty (although mushroom island biomes are worse) having an entire chunk where no mobs can spawn at one height, but can at another. But to each person their own.
