/overlay would create a coloured overlay similar to the background of an inventory GUI except with a custom colour, for a certain time, and much more customize-able. ALso, as said above, they have shown that they are able to do this, as they have in inventory and crafting.
NOTE: The overlay would not cover the hotbar, tab menu, chat, inventories
Reset: Gets rid of all overlay, still uses the speed tag.
Overlay Percentage: How opaque the overlay is. 100% is opaque, whereas something lower is translucent colour. This tag is a number 1-100. Default is 30%
Colour: Choose a colour, any of the ones supported by tellraw will also be supported here. Default is black.
Speed: Number of ticks from the execution of the command to the reaching of the "Overlay percentage" (Fades in) 0 here for instant. Default 0.
Time:The time after the command was executed that the overlay remains. After this runs out, it fades out at the same speed it appeared. 0 or blank is permanent until reset.

I'm pretty sure he means that it will have something like the background of an inventory screen, except coloured, and variable opaque-ness... Does that help rayblon?

Yeah, but it would still be a welcome addition to the OP imo. Servers could slowly turn the overlay red as the player loses health, if I understand correctly, which may prove to be very interesting.
