Mapmakers often have a need to change a biome of a certain place when they want to change the grass/leaves color or if they want it to snow instead of rain. Biome changing in vanilla Minecraft is possible, however you can only do it using third-party programs, such as MCedit.
Usage:
/changebiome <x1> <z1> <x2> <z2> <biomeType> region
The coordinates are used to define the region that the command is going to affect.
/changebiome <radius> <biomeType> radius
The <radius> is used to define the radius this command is going to affect.
/changebiome <x> <z> <biomeType> wholeBiome
The coordinates are used to define the position of a whole biome this command is going to affect.
The <biomeType> is used to define the biome you want the previously defined region to be changed into.
Extra notes:
Note to everyone saying: "MOJANG ALREADY ADDED SO MUCH COMMANDS!!! WHY WOULD THEY ADD MORE?!?!? WE NEED MORE SURVIVAL THINGS!".
Think about 1.8. First few snapshots were only about command blocks and new commands. Later on they've added a lot to survival too. It wouldn't hurt to add just one more command.
A suggestion is to also be able to use /changebiome <radius> instead. That would be a lot easier.
I don't really think /changebiome <radius> would be that good... It can only change the biome in a circular or a square radius, right? With the original usage (mine) you would be able to change it in a rectangular space.
Other that that, thanks to everyone for their support.
I personally think this is a great idea because it would be updated at the same time as the game (I bet you almost no one thought of that aspect) and also the fact that it would have less chances of corrupting the world as some third party programs tend to do.
Probably not a bad idea, but I would think in addition to radius and x - z coordinates, a command to change the entire biome you're standing in to a different biome would be pretty handy too. That way, if you're in a tundra biome and want it jungle, just change the entire thing without worrying about how far it extends, what the x and z coords are, etc. Of course, there are times when a strict x, z or radius range would be handy too.
But otherwise, there's always Biome Painter, again, third party, but really useful and easy to use.

Guys stop telling the OP that there is a mod for this, that is AGAINST the rules:
"Pointing out that a mod exists that covers the suggestion is permitted, dismissing a suggestion based on the existence of said mod is not. The Suggestions section is for vanilla features."
I do support the idea even though I wouldn't use it. But it could be useful to people that like doing these types of stuff.

I love this idea! As a mapmaker this would be a very useful tool for me! However, I like the idea of the command using the radius feature, sort of like the world border command (/worldborder set <radius>), it could be (/biome set <biomeID> <radius>).

I would use it and it would be useful for map makers too.

If I had knew how many things you had to post before getting the 'Obsidian Miner' title, my username would be Tree_Puncher874...
