No, because it would be really annoying in both Creative and Survival. They wont change something for everyone just because you can't dig not straight down!

One of the dangers is digging straight down. It's one of the first things you learn. We don't need to take danger away from the game. It's what makes it fun. This would also just get really annoying.
Im never worried about doing that, because I know the risks. In fact, I have only died from doing so only once in the ~3ish years ive played minecraft (Back in beta 1.5ish, and I knew fully well the risk) and it was in part due to unrendered chunk glitch and greed for diamonds, so it was my fault.
If this is a continual issue for you, then that is a personal problem. Your idea does not fix the issue, it just transfers it to something else, arguably far more annoying.

Make it so that a block straight under the character can't take any effect caused by the player (blocks don't take effects, and in case its the other way, that means any block so jumping in lava wont hurt you, soulsand wont slow you..)
That means the player can't place any blocks on it or mine it (Ok so your saying you can never, ever, dig a block under you)
This will only happen the the block when a player is on top of it. How do you like it? (Um yea, so you can't dig down..)
So you can't dig straight down, and you can't pillar up to get higher?
This removes two old concepts that are well known. There is no good reason for doing so. Just don't dig straight down. We don't need a safety net if we just don't do things that are unwise.
Totally in agreement with everybody else for the "digging down" aspect. Players should be able to saw of the branch they're sitting on from the wrong side lol.
But as for pillaring up, I always felt it that it made things way too easy lol. Maybe it could be a game difficulty thing: on Hard, you couldn't place a solid block right under you (non-solid blocks would be okay). Thus, if you want to go up, you have to build some kind of staircase out of blocks. Not just jump upwards and wheeeeeee I'm reaching into the sky using whatever is most convenient and at hand ! But it would only be only on Hard, where things are supposed to actually be "somewhat less easy".
Or even better than a simple "you can't do it at all": Again it would be *only* on Hard, but block placement would not be an an instant action, but instead would take a fraction of a second (with a little animation)... Juuussst long enough for you to "fall down" enough that you can't place solid blocks. You could still pillar up with slabs, but... only if you time rather your jump + block placement clicks rather well (no need to have perfect timing but basically after some practice you'd "get it" most of the time, but still, it would now takes twice as much time to pillar up, and slabs ain't as convenient to carry around as full blocks, too!). But with a little jump boost (any Potion of Leaping, jump effect from a Beacon), the "problem" would be eliminated !
Well, some might find the block placement delay would suck too much and "just slow them down'". Maybe a new armor enchantment or new potion effect could reduce block placement time, in which case it would work just as well as Leaping effect to allow "pillaring up". As long as the ingredient isn't too cheap to get it's fine either way.
In creative, you would not have the little block placement delay at all, same as no delay to break blocks, so there would no be any problem there.
Completely unnecessary. There are a lot of times when I *want* to dig straight up or down. Just because you apparently can't refrain from doing so without it being mechanically illegal does not mean that the rest of us should be punished.
