Imagine the lag it would create, you put a beacon horizontally in a superflat world, it would go until it reach the world border, if i did this, my game would probably crash.
A horizontal beacon would only go out to unloaded chunks; same reason why I can play on my 4000x2500 world with only 500 MB of RAM allocated to the game and no more RAM usage than a freshly recreated copy, or why redstone stops updating after a distance or why a minecart won't travel 1,000 blocks back to your base unless you go along with it, etc. That said, there would be strange effects; such as being able to deactivate/destroy the beacon and then visit chunks far from the beacon and still see the beam/effects since the chunks in between were never loaded, thus couldn't pass on the update.
I think the beam should just taper off gradually between 250 and 350 blocks if placed horizontally, so that it won't look weird or cause issues with being in unloaded chunks. If that was incorporated into the suggestion I would support it for a cool aesthetic effect.

To those of you suggesting new uses for Emeralds in the suggestions forum: Emeralds have enough uses. You can trade with villagers to get diamond armor/tools/weapons and enchants. Stop suggesting that Emeralds are useless, and learn to play Minecraft. Thanks.
it wouldn't lag at all, it goes like a bit more than 100 blocks in up in the air when placed down, and it can go over the build limit (and under if you place it far enough down). the beam doesn't count as a block, and if it did it wouldn't lag more than a normal dirt block in an unloaded chunk if you were to place it horizontal

Having it just go on and on and on and on and on and on and on and on and on and on and on and on and on and on and on and on and on into infinity would cause quite a bit of lag and would just generally be annoying. Could be useful for finding your way back to your house if you put them in all four directions though... Well, I guess you could just look up and see the giant pillar of light so eh.

Guys, as I said it is a simple fix, they can make the bean END at undiscovered chunks to REDUCE lag. Do I need to clarify anything else on the lag problem?
Othet than the fact that the lagument is a terrible base, no, not really. The idea is good, I, however, wouldn't really care if it was added.

Beacons stop working if they encounter a sun-blocking block, but will continue through transparent blocks. Separate from the lag stuff, what would constitute an invalid horizontal beacon?
Hm...quite the active debate. Having 'laser' for decorative purposes. Cool! I think this would be nice for map makers making scifi or bank heist maps etc. I also see that there is quite some concern as to how these will function (giving buffs and such) and some people showing concerns about that. Here is a suggestion that might work as a compromise since you suggested map builder creativity as a thought to your own reasoning in this concept of yours.
How about (if people disagree with the general idea of a horizontal beacon) giving creative builders the option to place a "beacon ray" entitiy using /summon minecraft:beacon_ray [horizontal=True] ~ ~ ~ or something like that, for map builders to use and decide for themselves? That way you could also use the "/execute at @a[distance=0..1,type=beacon_ray] run effect ...whatever stepping into the ray should do to whatever entity does it" command and still have your desired mapmaking effect. Just an idea.^^
(provided command blocks are set to true on that server/map)
I'd like to suggest that for horizontal beams/lasers - why not limit the length to just 15 blocks (or maybe 30) based on the strength of a redstone signal going into it
You can easily make different signal strengths using a comparitor against a chest/cauldron/hopper etc & filling that up until you get the strength you need
If you REALLY want a horizontal beacon - why not limit it to the range you get based on the size of the pyramid under/against it
- lvl 1 beacon - length = 20 blocks from beacon
- lvl 2 beacon - length = 30 blocks from beacon
- lvl 3 beacon - length = 40 blocks from beacon
- lvl 4 beacon - length = 50 blocks from beacon
& you could 'block' the length of the beam using a solid block & still turn it on/off by blocking the top of it with a solid block
This suggestion is mainly for builds, in my mind, I can think of numerous ideas that can be supported by these. Such as the one below.

do beacons not stop at blocks anymore? i want this idea to be added, for multiple reasons really. here are some pros and cons as i see it
Pros: creativity is extended GREATLY, it could be something leading to another area, meaning path markers, just put a block where you want it to stop.
cons: lag. depending on how far out it goes, the beacons count as a seperate entity for each chunk (i think), so they would have to fix that.

This is already possible with commands. The suggestion was regarding the blocks and structure itself, so you didn't have to use commands.
