At the moment when creating a new world the game asks you if you want to enable cheats, but then you can turn them on later by opening to LAN and allowing cheats. (This might actually be a bug)
I think it is pointless to ask if you want to allow cheats and then allow them even if you choose "no".
I suggest that the option to allow cheats by opening to LAN Should be removed. (You could still allow them by file editing/mods if you really wanted.)
If they don't do this the "allow cheats" toggle when generating a new world should be removed because it doesn't do anything and just uselessly clutters the menu. (all worlds would have cheats enabled, basically the same as now)
I know that you can just not use cheats, but I don't think there should be an option that claims to do something but doesn't really change anything.
If the option to allow cheats trough the LAN menu is removed they should allow you to set gamerules (and maybe do other commands like /worldborder /scoreboard or /give (the player would spawn with the items)) before creating the world. (actually something that should be added even if they don't fix the "allow cheats")
Making "yes" the default option of the "allow cheats" toggle could reduce the risk of someone accidentally not having cheats even though they want them.

Everyone doesn't have that much self control, they may cheat (like after loosing items to lava) and then later regret it. I once started a new map because of that, the old one didn't fell like survival anymore. Making cheating just a bit more difficult (edit the safe file to allow cheats/install a mod) would give the player more time to consider first.
I'm not asking them to remove cheats, I just think that if you ask players if they want to have cheats in their game, the option should work.
In my opinion deleting the LAN-option would only be suitable if you then can also set the /gamerules beforehand bij creating the world. Because now you need the LAN-option to make for example an UHC survival game.I forgot about the gamerules, and I think adding menu options for them would be an good idea because they may be used by new players or young children and they probably don't know how the commands work.OP updated.

In that situation (that should be pretty rare for most players) you would have at least 4 options. (From the best to the worst)
1. File editing. It would be a single number in the save file you could probably find by googling in 15 minutes. (And learning a bit about how minecraft stores player/world data can be usefull for many situations)
2. Modding, there are many cheat mods for Minecraft.
3. Just start a new world. It seems unlikely that someone would do that much work in survival before noticing they forgot to allow cheats

Keep in mind, suggestions should cater to the masses, not to the players that have the knowledge you do.
The problem with the option to enable cheats when opening to LAN has NOTHING to do with player self control, whether cheats should be there or when you need to use cheats. The issue here is that It effectively defeats the purpose of the earlier option to enable cheats on world gen. If you still want to be able to toggle cheats on or off, use file editing. The average Minecraft player will not use cheats in the first place, and those that do will have cheats enabled on world gen, and the tiny minority of us that actually care about controlling access to cheats can edit files. It takes all of 2 seconds (OK, 20, but you get the picture).
If you still think that this option should exist, or at least that there should be an in-game way of toggling cheats (But still allow the option for them to be completely disabled), then suggest a more reasonable one, rather than one that creates a non-feature.

Yes, something like the difficulty locking would work. When they added the difficulty locking I did wonder what was the point when you can activate cheats and change the difficulty so easily even if you didn't allow cheats.
One option would be adding a new option to the "allow cheats" button called "never" that would disable the LAN cheat enabling.

Removing the LAN cheat option is a bad idea, but the command /gamerule allowCheats {true:false} or the world creating option "never" thing sounds great! This would help map makers because map makers don't wont players to cheat in there're map.
