...you can create a cactus fence. Its appearance is similar to other fences, just with a cactus texture. It is 1.5 blocks high (visually only 1 block high), and deals 1 damage () to any entity that touches it every 0.5 seconds (same as cactus). It can only be placed on sand, red sand, or cactus blocks, and cannot be placed on other cactus fences. It may only be placed on top of empty air if it is connected to a cactus block or cactus fence on the side. Cactus blocks are capable of being placed and grown on top of cactus fences (though other normal cactus rules apply). Unlike regular cacti, cactus fences can be placed next to other blocks without being uprooted. These properties mean that one can create crazy cactus structures.
It can be used as a deterrent to other players, a defense against mobs, a way to farm mobs that doesn't directly involve redstone or lava, or simply a way to use cactus in ways it would not normally be used.
Sometimes I think people pay more immediate attention to joke, troll, vague, and wrong section threads here instead of the actual proper suggestions.
OP: Multicoloured wood stuff!!!! More wood kinds! Community: Would love this! Support! Me: STOP IT. STOP NO. NOOOOOOOOOOOOOOOOO
Community: Hey look! A thread with no comments! Lets leave it empty and let it die without even giving any thoughts! 2 days later: Me: What the... where's the thread.... oh page 10

This seems... Odd. I know that minecraft has odd things but this kinda goes out if that boundary. If this was implemented, I'd be very cross on why. It sounds good, but kinda wacky if you think about it. I wouldn't really care if this is added. Just think though, a cactus fence. Maybe a spiky fence, but not a cactus one.

My Avatar is a Dalek, therefor your argument is... EXTERMINATED!!!
You know who can tell me something I already know? Me. All the time. I'm really good at telling me stuff I already know. I don't need help in that department. I don't know about others, but I can't imagine I'm alone here.
Maybe it could have some cover to the cactus fence like some wood on it?

This seems rather weird, and I would think that crafting it would deal damage, but no that doesn't make sense either. Partial support cause this is interesting but not very useful.
What is the difference between this and just surrounding your area with regular walls of cactus?
Because cactus has certain restrictions that make it difficult to use dynamically. It can't be placed next to other blocks and as far as I know can't float. I want to keep the concept of cactus being a living thing while removing some restrictions.
Imagine you have only like 2 hearts left running from mobs being to stressed to think of the cactus fencing/walls you places around your house and accidently die by squeezing yourself through the opening between two cactus fences in a hurry getting too close to one of them and die.
Hypotheticals like this one can be placed against any suggestion. All I can say to it is that if you want to use cactus fence and not get injured in situations like that, that you take care how you place it and interact with it. Just like any placeable hazard.
also you couldn't use them to build pens for animals as they would take damage. I mean the fence/pen thing is pretty buggy ever since 1.6.4. my animals get stuck in Walls or get drawn to fences and then get stuck there soo often same goes for cobble walls. So if the catus fence/wall would work with the same mechanics aside from additionally dealing damage than idk....
A bug should not be a reason to be against a suggestion. I would like to know whether or not you support my idea, with the intent that it would be perfectly implemented. I also don't think that this would be an item you want to fence animals in with anyways.
