So, here's my idea, I will separate it into two parts:
a) Green (generic) villagers could be Construction Workers, builders, etc. They would give you food in return for supplies. Also, in the Mob AI, they would pick a structure based on what is lacked (homes, blacksmiths, butchers, churches, etc).
b ) After the structure is picked, the builder villagers would trade food to you in return for the necessary building materials. Then, when all the supplies required are gathered, they would find an appropriate spot, which would be classified as an area with grass and decorative blocks only. Then they begin to build on that designated spot. They would take breaks when night comes and return home like the other villagers.
well it adds realism because the only reason villages appear in the area are because of construction workers. but it seems like it would be something difficult to program.

If Facebook, Myspace, and Twitter were all destroyed, 99% of teens would go insane. If you're one of the 1% that would be laughing at them, copy this into your signature and hope it happens.
I could get behind this if there was a means added to prevent continual expansion. (maybe a block/ chunk limit, from village center, for the size) Also, I'd prefer they'd be able to discern player builds, so they wouldn't tear down/ build over it with their own buildings. If these are the case, I'd support it all the way.

"I don't plan to add a new dimension at the moment. It's just to performance heavy on servers, and the current dimensions need more attention before we start adding new ones." < Yeah, like biomes or actual varied terrain in the nether. Nether ruins didn't do the trick at all.
Support. I would love to see villages expand and grow into nice towns slowly gaining buildings that they lack. I think before this would be possible though, village generation would need to be fixed somewhat, I see too many villages spawned badly with no way to get into some of the houses etc.
Maybe they could potentially build houses to make the village expand provided it is player initiated. But I think Mojang need to work on the entire village experience a lot since it is rather... amateurish and certainly could do with a lot of work. Also make sure that the builder does not build too close to other structures!
This can be used as an effective way of passive griefing. Imagine you play on a server, and you've built your base around a village. Suddenly, some random player comes along, gives a builder a huge amount of wood, and the builder starts working on a house in the middle of your flower garden...
Personally, I think this can be avoided if they do like I said towards the end of my post. They'd discern a player's build and build around it (at least 5 or more set blocks from it). Alternately, they could either detect there being 2 or more blocks above the ground level (probably wouldn't work well with hills) or be made to consider any block except dirt, stone (but not cobblestone), gravel, and sand (maybe clay to) as a building block and build away from those blocks. This wouldn't include logs as they use them in their houses, as well as players, so any trees would have to be removed by a player for them to build there.

The idea also is they don't build unless you give them materials, i.e. unless you actually want them to.
