What better way to celebrate the otherwise often annoying rain than be realizing, "Hey! It's time to seek some revenge against those tall green jerks!" When raining creepers try but fail to explode. Difficulty level might make this a variable chance for explosion to fail.
Makes gunpowder way too easy to get in a large amount.
To be fair, gunpowder isn't all that useful. Just splash potions (which are overkill for most purposes) and TNT, if I recall correctly. Not to mention that creepers are pretty easy to kill to begin with, they're more of a threat to themselves than they are to you.

And That's how we already, defeat Creepers' Explosion(s), completely. I'm only against this because Rain already hurts Endermen chances of successfully attacking we Players (and even having mostly-Water, underneath would de-feet them, so to speak, too).
Having mostly-Water, of course, around Creepers, they'll still Blow-Up anything Solid within-range. Here's a related Thread, about making them More Difficult, essentially, due to something Rain creates:
But think about it: do bombs explode in rain? yes. Do bombs explode underwater? yes, But, they are slightly-reduced in-impact(s) by the liquid being-more -resistant, than the air.
Notice that R L bombs (which is what Creepers basically are, rather than exposed-gunpowder - 'til they die, I agree it's a pain to get much Gunpowder - but it's not like MC has guns or anything, am I right? [well, amirite??]) explode almost-as -well in water, as air. Unfortunately, rain probably wouldn't do much at all, as rain -drops aren't exactly like a "wall of water," or anything (still, it would be nice if Snow could muffle-Explosions, etc. better, in MC).
If Creepers are a fungus, as popular theory-crafting presents as a very valid possibility, then rain wouldn't do much to stop them from exploding. It may lessen the damage to a small degree, but they would still pop and cause a decent amount of damage. I might be okay with that...but not seeing them be rendered impotent in rain. I'm hesitant to even say that because Creepers are the ONLY thing in the game that give me a jump...everything else is insanely easy.

Actually, according to Dinnerbone, Creepers explode because when they get near you they get really nervous and shake a whole lot, with the friction setting of the flame. It has nothing to do with reproduction. Also, I do not support this, Creepers can become Super-Charged Creepers, and making them not be able to explode in the rain kinda ruins the point of a Super-Charged Creeper, given that they are made during lightning storms and will probably despawn by the time it's over.
I don't know... This would be kinda OP. They would basically be rendered as useless as baby's lines in the rain and I think since the explosive source is inside the creeper it would be nice and dry to explode. No offense but.... No support ):

This would just make creepers useless in the darkness of the rain. It's just unbalanced, so when it rains you go "Yay now I'm safe from explosions".
