Everyone's been complaining about it being OP, although I think the main issue is quite the opposite.
To start off with, the costs. Not only the initial costs, but the maintenance costs. Morganite itself is an extremely hard to find resource, plucking numbers out of the air I would say that fully exploring a large cave system would yield enough morganite for one tool/armour piece. Anyone who wants to use this would need to branch mine. A lot. Ignoring the effect this would have on the world size, it would take a long time to get enough for the full set (the eventual goal of anyone with this much time to kill). Considering the armour and tools have all the properties of golden armour, Unbreaking III would be a must, which would increase the lifespan to roughly 130 uses with a tool, or 50 with armour. Golden tools and armour itself isn't all that effective anyway, for example the bejewelled armour would be less effective than its Diamond alternative, even when fully enchanted and with all the special enchantments, with the potential exception of the amulet which I will cover separately. So taking the armour out of the equation entirely (which is really a huge waste of effort to code on Mojangs part), we are left with the tools, which seem to have a remarkably large enchantment capability.
Unfortunately, all the enchantments are extremely gimmicky. Taking swords as an example, there are three enchantments, pack hunter (which is extremely hard to use effectively, especially for the reward it gives you), venom (which is terrible, 2 hearts of damage at most, fire aspect II does almost twice as much), and Vampire (one heart for every three attacks? That has no use in PvP at all, possibly the only use is attacking large groups of zombies). Taking into account that the diamond sword is a heart and a half more effective than a golden sword anyway, the pack hunter enchantment doesn't fix the issue, and use of venom II's extra four damage overtime is the only way you could say the Bejewelled sword is better. I think we can all agree that the durability, cost, and greater initial damage per hit makes the Diamond sword the better choice. The mining tools are better than their diamond alternatives function wise I admit, with a slightly increased speed and auto smelt ability ripped straight from Tinkers Construct, although the durability would be the downfall, a pickaxe would break within 30 seconds, and that's with unbreaking, not exactly worth the 8 morganite and hour spent grinding at the local exp grinder.
Onto the next topic, misc utility items. I'll go through them in order of mention. Number one on that list is your boat. Personally I have little issue with the current boats, although the last time I needed to cross an ocean was a long time ago. Now, you're suggesting I encase it in the rarest ore in the game. Sounds legit. Assuming I'm wrong and boats do need a utility upgrade, is this really the way to go about it? This stuff is rare and valuable, and the netherbound enchantment sounds like an accident waiting to happen (lava destroys items anyone?). Surf is the kind of thing I would spend iron on, but not my freshly found morganite, especially since I have to spend another buttload of levels if I crash the boat with my newfound speed. Plating? Again, I'll spend iron and stone, but not morganite. Next up is dispensers. I'm not entirely sure what you want to use them for, as traps work just fine with normal ones (and in a lot of cases snow golems), and for an effective house defence system you would need a lot of these, you cant aim them or anything. I seriously cant think of a single use for these, so I'm going to go ahead and call it a waste of morganite. Heavy seems pointless, anvil kills are way too hard, and descriptive is purely aesthetic, so if it got added to vanilla survival I would expect it to be onto the iron anvil. And finally, the furnace. The speed is pointless, we have auto smelting designs that can take advantage of many furnaces at once for much higher than any enchantment's effect, and luck? 20% isn't that much. Its really not worth such a huge change to the game for that kind of addition. The disco lanterns mean so little that I have no quarrel with them, although they don't add much. You could do the same thing with command blocks if it meant so much to you, albeit not in survival.
Now for the fun stuff, the staff and the amulet. In the case of the staff, you are spending 2.5 blaze rods (a commonly farmed resource), and a single morganite, to get a free 149 enderpearls, which all fit in the same stack. Assuming I enchant it with a high level enchantment (it only has one potential enchant, meaning a level 30 enchantment almost guarantees Unbreaking III), I get a bonus 450. This would revolutionise travel, ender pearls are now almost useless. What used to take up a full chest is now compacted into a single inventory slot, and getting from A - B is a single click away, no ender pearl farm required. This would not only be Overpowered and completely change the way we think about the end, but it is also the main reason why people are complaining it would work as a mod, but not as a vanilla addition. We have potions and enchanted items, which I admit is quite magical, but we haven't gone as far to implement magic staffs and spells. Similar to how tekkit goes way too far as a technical modpack to be considered a potential addition, this is too magically based. In the case of an amulet, think of it like this, how am I supposed to get that much glowstone dust, and how is it better than a potion, of which I could just splash on myself for about 50 dust's worth?
If you must know, people complained it was too overpowered and made me change it. I'm trying to tweak it to be in-between underpowered and overpowered. Your comment did give me some ideas for balancing it and you will be given credit for these ideas.
There is a simple reason why people say the items are overpowered. You've tried your very best to make them look like they are. The thread title itself is "Morganite (diamonds might not be the most powerful ore anymore)", and the enchantments all use things like the protection enchant of which few would actually take the time to research to find the actual effect of the numbers you plucked out of the air. Balance tweaks are pretty glossed over (I didn't notice the bit about glowstone dust until I read it through twice), and half the post is consumed by the things that actually could be considered overpowered, namely the staff and amulet.
If you changed these things a bit I would expect you get more positive feedback. Personally I think if you scrapped the staff idea altogether (along with most the misc items) and balanced the other things in this idea this would be a pretty good suggestion for the game.

I still like amethyst, though. I plan on making a banner for nether copper, too, and I plan on making a thread about a new magical gem found only in the nether. Nether garnet.
