Firstly, it would not make the harder, it would just cause you to waste more time by having to fix the land.
Secondly(in 1.9), once you have a pretty good setup, it would just make the game easier by letting you find more supercharged creeps... they are supposed to be rare... this would make getting mob heads extremely easy.
Support! Cool idea, although I never play hardcore mode, but I would love it in easy/normal. Maybe a command could disable/enable super charged creepers?

Ok, I checked-out that Thread, You started. It's nice-enough, but it really isn't all that much-more additive, to this, in terms of exploration of basically Game Mechanics, it was related-to, than this one, is to something even-more, specific.
The main reason I can think of that would make Charged Creepers any-different, in getting further-increases in frequency (note Witches did, Partially because Some of us, Still haven't even seem them Spawn, in Witch Huts, in the Swampland Biome, whether, er where they were originally supposed to - I distinctly remember getting Pwned! by 1-2 Witches which followed me out of the first Cave I looked-in, back when that change was made, and I was newly-Spawned in a new world - I couldn't even out-Sprint it /them, really), or additional Effects, is that they're already having a (unique, but still) Effect, already - again, often after having been probably-recently Spawned (as most DeSpawn, of Hostile Mobs, over average time), even.
For example, Undead can Spawn with Enchanted Armor /an Enchanted Weapon /Tool, giving them a nice edge over the common, ones. So-too do Spiders Spawn with Effects, even though they are also the weakest, after those (which mostly-Burn in the Sunlight - Spiders don't DeSpawn, then, either, until we get out-of range - and that's also less-often a DeSpawn in MP Games - they just de-Target - 'til darkness, Again).
Endermen and Witches are un-affected by such extras, Creepers only Very Rarely by extreme Luck /Chance will naturally become Charged, but so it's only Zombies that are the exception (and I don't know if [Zombie] Sieges are fully-fixed, yet, since they can Spawn-more, of themselves, still testing that after reading about those further, as I haven't been able to confirm a Siege has happened, yet in Snapshots pre-1.8 Update). Zombies can Spawn more of themselves, Enchantments or no Enchantments.
Then again, Zombies can't even set the Player on Fire - as Skeletons with Flame-Enchanted Bows, can - unless they can reach-and-touch, a Player, which is often party accidental, if they're instead-Targeting something else, whether another player or a Villager. And they Were the first Hostile Mob to develop "rat in a maze" -like skills, but those, last I checked, were also-given to All, the other Hostile Mobs, I think (including Zombie Pigmen, lately).
To me, there are 2 options:
1. Build a Charged Creeper "Spawner," in which there's a Hostile Mob -Spawning are(n)a, open (widely) to the Sky, with probably some Obsidian involved if you don't-want massive damage or Dropping-into whatever (a hole, Lava or even just Water, which can function as an average, "Water" trap), beneath the Blast(s) which are quite-likely. Develop some way to See the Charged Creeper(s), from a (Far) distance (remember, it's a slightly-shimmery, lighter-blue in a slightly darker-blue, fog-creating Rain), and then a way to safely-dispatch it, at least without the dropped item(s) being Blown Up (which already take some-effort, to obtain in any case, once you have the given, Charged Creeper).
2. Make Lightning hit Creepers, more-often: remember, starting Fires is - like the issue(s) with Endermen-"proofing" (and it's never completely, they'll still bring stuff in, which'll, say, let Villagers /Iron Golems out, if nothing much -more special, than that), and /or making More Lightning strikes, Randomly to add Difficulty - Usually put-out by the Rain-associated, but not Always (mainly if it spreads-sideways); so there's at-least gotta be a way to Help the Lightning, Target the Creepers (and ideally nothing-else, as this could Heh, be Exploited some) more, or else force the Lightning to only-Strike, Creepers, Mob-specifically, more. Or, they could Spawn that way, more likely, and /or with Additional, again, status Effects (see: Invisible Creepers, elsewhere in this Thread).
To me, all those in this Thread who voted for "more" Charged Creepers, were Not planning on making large Mob Are(n)as surfaced likely-with Obsidian, open to the Sky for Lightning to Strike Creepers by Luck /Chance, only. They, instead, just didn't want to have to Wait around, like I said earlier, essentially Years in R L, for the Random chance - unless they AFK-endlessly, monitoring the Monitor every, I dunno, I think 20 sec's. would be -often-enough, Until, they got that Lucky Chance (especially in MP, when someone-else could -grab the thing, themselves, or-otherwise Not-tell others, it was-present - it would have to Always be an at-least semi-lonely, vigil, at least compared to any -aspect of normal MC Play: even if they weren't greedy, Online friends and-oneself would pretty much Have to be-engaged in something-else, or else they'd get Bored, at different-rates; i.e., Chat would be the Only way they could get through it - which they'd likely have to do anyway, but I'm saying that they'd probably spend roughly Weeks of R L, Time, before anything would change, and even then, 1 of the would be "Players" would have little to show for their MC'ing other than a lot of looking and perhaps [a] Chat Log[s] - fine with me, I'll just say, but that's speaking from the viewpoint of someone with High patience, and - tested - ability to withstand Isolation - in R L).
The part which gets me is that if someone in this kind of thread says "Yes," and offers "Support," as their Comment, while-others say "No," and offer "No Support," as theirs, it's not-equal. A proposal is present, it Could happen, if no-one gives reasonS, against.. yeah ...sssSSS
