Crushed Lapis Lazuli
-Adding 'Lapis Lazuli' to a crafting menu will give you 4 'Crushed Lapis Lazuli', this item can be used for Potions and other Items. You can undo this by placing 4 'Crushed Lapis Lazuli' in a 2x2 grid in the crafting grid turning it into 'Lapis Lazuli'
Water Torches
-Adding a 'Torch' with 1 'Crushed Lapis Lazuli' will give you a 'Water Torch' which can be placed underwater and will emit a blue light, the light will also attract 'Squids'. When fishing in the radius of the light it will allow a higher and quicker chance rate of obtaining the more rarer 'Fish' and 'Items'
Lapis Lazuli Effect
-Adding a 'Tool' with 'Crushed Lapis Lazuli' in an 'Anvil' will give you a 'Glowing Tool' which emits a small amount of light when venturing caves, this can also be done with 'Armour'
Shine Potion
-Brewing 'Crushed Lapis Lazuli' with an 'Awkward Potion' will give you a 'Shine Potion' which will emit light around the player, the 'Shine Potion' will also make 'Mobs' easier to see by making their eyes glow

(The only reason you get 9 'Crushed Lapis Lazuli' is so you can craft them back into Lapis Lazuli, I mean who wants an inventory full of 'Crushed Lapis Lazuli )

How about 4 crushed lapis ? And the potion doesn't make you glow , but makes all other mobs glow ( like blazes and endermen and spider eyes ) not affecting the environment and not causing lighting updates ? I support water lamps ! finally this makes fishing worth it by increasing chances

I like your ideas, except for the shine potion. It would be completely uselss if you can make your pickaxe glow or if you have a water torch. The rest of it, I like it

I support the idea, but like Dromy I dont like the 1 Lapis giving 9 crushed lapis. I also dont like the armour or tool glow.
The reason I dont like the 1 Lapis becoming 9 Crushed Lapis, is because there is so much lapis on the worlds anyway, and if you are not dyeing anything, then you end up with stacks of the stuff, or you just ignore it when you see it in the wild.
It's a good idea, but I dunno, water torches just don't seem like Minecraft...
Also, not sure if it would work well at all, because by placing a "water torch" the game counts it as a block, so water cant exist where it is(just look at a fence underwater). So you just get these awkward little pockets of air on the bottom of the floor with blue torches inside them.
And the Lapis effect and shine potion honestly doesn't make sense to me. Why is it glowing? Lapis is a kind of gem, and gems dont really glow...
Beside, at least they're gonna have a use, in the snapshot they're used for enchanting, so they do something.

The blue glowstone block would still be useful because it increases your chance to get fish.
I only give support to the blue torches (however, I'd rather it be the blue glowstone block suggested above) for reasons that have already been said.
You didn't give much detail about which potions crushed Lapis Lazuli could be used for. Water torches are unfitting and don't seem to be the theme of MC. The Shine potion doesn't really help much, just makes every mob look like Herobrine; plus at 100% brightness it isn't that hard to see mobs.
Sorry, but no support. I do not see how crushed lapis could be used, the blue glowstone/underwater torch is already going to be made in the 1.8 update, but with a different ctaftin recepie. For the last 2, I just believe It would not be useful and balanced.
