In the game currently we get xp from killing mobs, mining ores, smelting, breeding, etc. These are all fundamental parts of the game, and you get xp for doing them. Something else that is a vital part of minecraft is enchanting. I think that you should get xp levels for enchanting your tools, weapons and armor! Whenever you enchant something, you should get about half of the levels you just spent (i.e a level 30 enchantment would yield 15 levels of experience)

So you effectively want enchanting to cost half the XP, but with the same initial investment of XP. They already made it about 1/8 as difficult with one of the updates; I think that's good enough.

That makes no sense. You might as well just suggest that enchanting costs less, because you only spend half as many levels as you currently need to enchant. A good counter would be that you would have a level requirement of 30 levels to do this 15-level enchantment, but that's already being implemented in 1.8, and the enchantments only cost 1, 2, or 3 levels with a minimum level requirement. So this suggestion is already being implemented, in a sense.
For future reference, make sure you know what the snapshots change as well as what the game already has implemented before making a suggestion.

1- Finish the mod API
2- Give brains to villagers (make em more usefull)
3- Add ambiance: birds, fishes, bugs, crabs on beaches, monkeys in jungles...
4- More plants! Aquatic, any fruit tree, bushes....
5- Ambiant sounds!

You gain experience by mining, smelting, killing and much more. You use your experience for enchanting, and why enchanting gives you experience too?

I got this special ability from eating a Grand Star.
Enchanting is fun for its a challenge (Imo), so nerfing enchanting would take away the challenge, inturn, making it less fun (imo)
