Mojang is pushing toward new ocean content, and one of their first steps has been the introduction of Prismarine, a resource found in the ocean and dropped by Guardians. However, it has little to no use. This suggestion also repurposes the Aqua Affinity enchantment. I propose that the Aqua Affinity enchantment be available on tools and not just armor. The effect table is below.
When tools (Picks, shovels, axes) are given Aqua Affinity, they simply gain an efficiency boost underwater equal to half a level of Efficiency. Nothing too fancy.
Swords, when given Aqua Affinity, allow you to dash underwater when right clicking. This has no cooldown, but is of a very inconsequential speed. The worst it could be abused is speeding along a water channel at about 3/4 the speed of a ice tunnel.
Bows get a boost in arrow velocity underwater. The worst I could see it being abused is having little sniper nooks which are covered in water, which would actually be quite cool.
Boats can only be Aqua Affinity enchanted through crafting. Their bonus is a higher boat speed.
The Prismarine bit in here is connected to the Aqua Affinity. When you craft 8 shards with your item, one level of Affinity is added onto your item. This has a cap of level 10. I can imagine this suggestion being used on a PVP map, where your reward for killing the other team is shards to upgrade your weapons. Thank you for reading!
i like the idea, BUT i would like to see more about the prismarine, all this did was add a different use to an enchantment, having shards helping it. if you know what i mean

Aqua Affinity is an enchantment for armor (helmets, I believe) which raises your mining speed underwater. It is actually quite useful to counteract the mining speed debuff underwater and is essential for hardcore builders.
For me I say yes to Aqua Affinity on other items, yes to giving Prismarine a use. Absolutely no support for crafting Prismarine to a tool to give it an enchantment, and for it giving up to 10 levels of the enchantment. That contradicts the current enchantment system entirely and has twice as many levels as any enchantment you can currently get without commands or mods. I can't support this as a use for Prismarine. If it was implemented just through enchanting I would be fine with it.
Plus, some of the effects it gives you are too varied or unbalanced in my opinion. Looking at it individually:
Bows: I like how this is applied. No changes suggested here.
Swords: The dash just sounds... kind of pointless. I would say it should just behave like Smite or BoA on Swords, and just do more damage to Guardians and Elder Guardians.
Tools: Would be too powerful if stacked with Efficiency or if you have Aqua Affinity on your Helmet already. How Efficiency works is by increasing mining speed by 30% of the previous level, which maxes at level 5 at 371% By your description, level 10 Aqua Affinity would be a 465% increase. If that stacked with Efficiency it could cap at 836% increase (a Diamond Pick being able to mine Obsidian Underwater in under 6 seconds if on the ground). If wearing an Aqua Affinity Helmet as well, you could mine Obsidian in 1.12 seconds.
Basically I think this is a redundancy on tools while underwater, or it needs to be tweaked to be balanced better somehow. I wouldn't hate it if Aqua Affinity on Helmets was removed from Helmets and just applied to tools and do the same thing, or if it just wasn't applied to tools.
Boats: I like this idea fine, although I wouldn't hate it if it also made so Boats don't break when hitting a Squid with this.
All in all, I think Aqua Affinity should only have one level, should only be applied through enchanting, and the new effects on the items need to be tweaked for balance. And this frees Prismarine to get a new, better fitting use.

I agree with most of this, the things I don't agree with being everything under the same enchantment (when they could just be separate enchants without having to worry about effects crossing over on accident or having a single weighting for something that would be used on multiple types of items), maybe the underwater efficiency (it could be more powerful, but mutually exclusive with Efficiency, and obviously only able to be used underwater), and probably the boat enchantment (partially because with the way boats are used/handled by the code, but mostly because it would the ONLY boat enchantment). And on a related note, kind of going off the new enchanting system, and considering most of these would be something most people would find useless, maybe Prismarine could act as an alternative to lapis in an enchanting table and enable these enchants?

The Sword effect is not of my liking, it should be just like Smite but for Guardians, it would be much better than Smite because Guardians are the only mob underwater, while with Smite you have to deal with Creepers and Spiders. Aqua affinity Shouldn't make you mine faster Underwater than in land in any conceivable way as a player would just flood the entire area before mining the ores. Aqua Affinity needs to be just good enough to supress the Underwater penality, if Aqua Affinity is mutually exclusive with Efficinecy then maybe Aqua Affinity could be better than Efficiency underwater but not good enough to surpass Efficiency in land.
What about making water arrows with the Prismarine Shards in place of flint? Basically the same effect as the would-be Aqua Affinity Bow, but it's a property of the arrows instead. Also, is there a precedent for the same enchantment doing different things on different pieces of equipment? Because if not, I think these might all end up being technically different enchantments.

I think the shard boosts might be OP. Though a PvP minigame like that would be cool.
