if your able to get wither skills like its nothing then you should be able to get Skelletion skulls just fine....expecially since you can find a skelly dungon and turn it into a mob grinder where you chop them to death

I think Skeleton skulls have a different frame than wither skeleton.
Wither skeletons may be a different size, but I don't think we have to worry about the realism of the skull changing shape a bit when it changes color. This is a game where you can turn a pumpkin into an iron golem head.

I like this idea, but I think all of the heads should be obtainable in survival mode. To accomplish this, I propose that you are able to throw a wither skeleton skull and another item in a cauldron, and it will turn into a skull based on the other item you throw in. Skeleton = bone, zombie = rotten flesh, gunpowder = creeper. Not sure about player heads.
I think it would be easier to just have a percentage chance of all mobs dropping a head. It could be very small, but I'd like to see all the mob heads dropping.
If Facebook, Myspace, and Twitter were all destroyed, 99% of teens would go insane. If you're one of the 1% that would be laughing at them, copy this into your signature and hope it happens.
It would simply be better for mobs to drop their respective heads instead of trying to figure out a complicated solution to an easy problem. However, if mobs continue to not drop their heads, then I guess I support this idea.
I partly disagree, because I think Wither skeletons aren't simply skeletons painted or charred black. But, as other people said, mobs should drop their necessary heads.

as a suggestion:
a player could bath in the cauldron after throwing the skull in to get the player head.
This would make normal skulls available in survival mode, and fit with the cauldron's current function of washing colors off leather armor.
P.S. I know people want zombie and creeper heads in survival too, but I'll leave those for someone else's suggestion.
