This idea is too OP. Does anyone remember the old days when bows could fire as fast as you could click? (I don't, because i didn't have Minecraft then, but I've heard about it.) Mojang removed that for a reason. It's because you can deal a lot of damage in so short a time. It makes SSP too easy (you kill all the mobs instantly), and SMP servers a troll's heaven. Imagine a troll getting his hands on one of those. It's supposed to be expensive. Well, there are people who play hours at a time just strip-mining at diamond level. If they do that for diamonds, they will do that to craft whatever ammo is decided upon. Then they'll go on raids and rampages, doing whatever they want: killing people, looting houses, and just destroying fun for people. Fight fire with fire you say? Well, if someone sneaks up on you with one of those, you're not going to have enough time to kill them with your own gun. They'll kill you faster than the time it takes for you to react.
Finally, there are people who say that guns don't fit in the idea of Minecraft. Minecraft has a sort of English middle-ages technology feel to it (minus the redstone and the portals). That's why there are swords and bows, instead of call of duty weaponry. I think this suggestion belongs in a mod, if anything.

I don't really thing guns belong in Minecraft, and this suggestion won't be added to minecraft (most likely), but this suggestion is well balanced and It would be a nice addition.
Comparing a ranged weapon to a melee weapon in terms of fire rate is a bad argument. The tradeoff between melee weapons and ranged weapons, from what we've seen in Minecraft is simple. Melee weapons get high fire rate and damage at a short distance, while ranged gets a slower attack but higher distance. If you want a sword with more range, suggest a spear.
And Over9000Guy, it actually is balanced. If you get a guy down to 4 hearts with your flintlock pistol, and he keeps shooting at you with his bow, he'll likely kill you because of the bow's higher speed, accuracy and range at the cost of less damage. Same with a sword. If you manage to get a shot into him, you'll be long gone before your reload time is up because of the superior damage, speed and accuracy of the sword at the cost of range. And up against a potion user, you'd be dominated from mid-range, high-accuracy, high-speed specialized attacks before you could even come close to loading the thing. Personally, I think this idea is genius. Why? Because the little quartet of weapon choices is missing something. A slow, inaccurate long-ranged weapon that hits like a truck. *cough*flintlockpistols*cough*
I like this idea, but you should be able to craft one cobblestone to get 9 rocks (which can make cobblestone) and are used as ammo, however a gunpowder must be used every couple of shots.

I personally do not feel that guns fit the Minecraft feel of the game, although I do like the idea of a dungeon-only weapon. That part of it has some good potential to be a perfect Minecraft addition, but as for guns, No Support.
In addition to being a bad fit for the Minecraft theme, it has a few problems as you have mentioned it. How can guns be added without making bows obsolete? What is the speed, damage, reload time, and other critical details? To make a good suggestion, you need details. And I mean Minecraft Wiki amounts of details.

For ammo, IN MINECRAFT LOGIC, gold nuggets make sense, when you think about the other odd things that gold can do, however since gold is typically use for healing upgrades, iron+gunpowder+paper would probably be better.
To everyone that says that old-timey guns don't fit the theme of Minecraft or would simply ruin it, explain. None of you explain how or why. Especially since Minecraft is a sandbox building game that suggests you to go to the moon to kill an alien dragon. See that, that's one person's take, and even if I was wrong, that doesn't stop me from building a spaceship, or a functional battleship, neither of which fit the "feel" of Minecraft, y'know, unless you realize the theme of Minecraft is what ever you feel like for the day. Don't like guns? You don't have to use them. Feel like they ruin PvP? Then go to a server that bans them right along side flint and steel, buckets, and tnt. Seriously get off you high horse and don't look a gift horse in the mouth. (The joke being horses were also deemed OP and Minecraft ruining and only fit for mods, and now they are a staple for displaying wealth/traveling long distances.)
Right now, bows have cheaper ammo and deal more damage per hit, which is actually important due to mercy invincibility, and guns are more difficult to obtain, along with having a higher durability.

The rarity of gold is not an excuse. You are able to get nine bullets from a single gold ingot, nevermind your average four-to-five gold ore you get from a single vein. That's enough for forty-five bullets. Also, consider those with a gold farm.
Even though this item is rare, it would guarantee an unfair fight with an opponent, which is only brought by luck. This kind of power should be granted by effort and experience, not luck.
