Minecraft has a major flaw in this game. The player who clicks the fastest is the winner. You won't be improving its reputation with a weapon that wholly relies on clicking. There was a reason why bows received charges, and it was a step of improvement.
Furthermore, there is barely any gravity involved in the bullet, making it deadly accurate. If every bullet dealt 2.5 hearts of damage, sixty-fours bullets would cause a devastating 160 hearts of damage, enough to kill sixteen unarmored players.
The rarity of gold is not an excuse. You are able to get nine bullets from a single gold ingot, nevermind your average four-to-five gold ore you get from a single vein. That's enough for forty-five bullets. Also, consider those with a gold farm.
Even though this item is rare, it would guarantee an unfair fight with an opponent, which is only brought by luck. This kind of power should be granted by effort and experience, not luck.

personally I think Iron should be used as a bullet material, and the gun itself should be easily craftedable.
I think, to fix the click probable, to reload the gun you need to open up your inventory, form a crafting recipe as such:
Iron shot = I
Gun powder = G
Firearm = F
air = x
I G
X F
Perhaps shapeless.
That way, the winner is the person who can reload quickest. And furthermore reloading is in itself a risk, since the player can't fully see the screen, and is unable to move until the close they're inventory. If they reload and get snuck up on with a sword, they might drop they're gun in haste as they try to close your inventory.

I like the idea but 5 damage (2.5 hearts) at 0.75 is too fast.
It would only take about 3 seconds to kill a creeper/unarmored player
I suggest that the speed be slowed down, but for a trade off, do more damage.
Example: 8 damage (4 hearts) at 1.5, this would now take 4.5 seconds to kill a creeper
It makes sense because in real life you have to load a paper cartridge (The paper+gunpowder+iron) and load gunpowder into the pan.
I also suggest that to fire a flintlock, you need to have gunpowder AND a cartridge in your inventory (Vs. just arrows)
Last idea, to repair a flint lock, you combine flint and steel to fully repair or just flint which will give it +32 durability
To everybody who says "This doesn't fit in minecraft", it would balance the melee vs. ranged, seriously only one ranged weapon (excluding fishing rod)?
I would love to see this idea in minecraft

That is true. Iron farms are overpowered. Gold farms are overpowered. Anything that gives you a ton of an item that's uncommon is overpowered.
