I'm not sure if you are already working on some other mob, but you should do this one first because it's so awesome. Also, I'm sure you have gotten this question a million times, and I'm sorry for asking it again, but do you have any idea on when you might finish at least half of the mod?
I didn't read the whole thread, so this possibly may have been mentioned already, but i think that in lieu of / in tandem with the "lucky claw" that this mob may drop, perhaps it could drop an egg or something of the sort that after X amount of days, breaks and spawns a tame "baby dragon", which is smaller / less powerful than the original mob.
Pretty ridiculous dude, since when are ghasts too easy to kill? Very few would try it, and the ones that do it would be OP, not only would you get more than twice the amount of Iron, but you could just stand in a deep hole and get tons of enemy items, double whammy!

Maybe making it so having it in your inventory would do all the stuff you said but holding it and right clicking would grant you one wish (Instead of 3 cause what im going to say would be over-powered if it was more than 1) which would be giving you one of any item you desire and the paw would poof into thin air (Make smoke appear around the player).
But, when you get the dragon claw is dropped, when you're mining, you could put in on, then when you're NOT mining, you could take it off. How about it's something you digest or something, so if you want to take it off, you can't. I think that everytime a dragon spawns, another one would spawn on the other side of the map or something. That way, it's not SO hard to find one, but it's still pretty difficult. Then, they meet in the exact center then start spinning around in a yin yang symbol. Also, you can (sort of) tame one. It won't attack you, but won't do you any favors. You could tame both, give them both a pumpkin, and some time, and privacy. When you come back, there's a baby dragon that you can raise yourself AND tame completely.
Notch has already said he wants to add Dragons. There is a wiki page for it, but there are no possible prototypes for it. Maybe he will take this into consideration.

That way it's more accurate to the Chinese Dragon which this appears to be based on.
