Yes, yes he is. Rukhs were said to live on the island of Madagascar, nesting in gem-rich valleys where they would attack intruders. They would also fly overseas to North Africa and the Middle East for whatever reasons. They fed primarily on elephants and cetaceans (whales, porpoises, and dolphins).

True... I hadn't thought of that. Maybe it has a chance of dropping a smelted nugget of the ore, or possibly we could create an ore nugget item that is independent of the block, but is effectively the same for crafting (ie you have to smelt it).

easy peasy. Instead of dropping a 2 block of mined ore, just have it drop 2 pre-smelted ingots. The ingot can't be placed, so no issue.

Especially if the "curse" aspect of the dragon claw was altered so that friendly mobs would become hostile and attack you on sight until you killed one, and once you killed one, the rest of the herd would run away. Then everything would balance out pretty well. You'd get pre-smelted ingots, but not be able to replace them in order to exploit things, and you'd have friendly mobs become bother more dangerous, but also harder to gather material from.
Firehazurd, maybe you should make an Aether variant of the dragon that hunts down and kills Aerwhales and shoots large blasts of air at you when you tick it off.
I was actually thinking of how awesome it would be to witness an Aerwhale v Dragon fight... or what if the Dragon's were territorial and you caught a Dragon v Dragon. Epic.

I think that there should definitely be many different dragon variants, and you would still be lucky to ever see ONE of them. And each dragon would give you a different amazing special item. (very slow healing item, something that lets you do more damage, something that makes it harder for mobs to see you, etc.)

in other words yeah its wasome i think that the dragon claw has a bad side effect because if you are outside it may suck but if your in a confined cave the mob will see you anyway cause you are nere it so maybe insted more mobs spawn nere you or more slimes hoards cause there so hard in a cavern(if you fall in lava then yeah your dead)and double daimond all the way across the cave oh oh ohhhhhhhhh!
Well, it kinda works, I guess. But what about ore rocks, like gold? Then you could just mine them endlessly, and be all ":3" with the large sums of gold you mined. But then again, during night you'll be pretty... well... screwed, kinda. Therefore, not going anywhere, possibly losing half your normal time to actually go out and do things. But then again, I guess it is balanced by that fact. And sitting around remining the same block again and again and again and again is so boring you'd have to just stop eventually, I guess. Except... oh god, the CREEPERS. Seeing you from further off!
Such majesty... I can see people trying to kill each other to get the claw. I think to prevent the farming of minerals, that only minerals generated by the map should be able to drop multiple of it's drop, meaning that it you place the block, it won't have the effect on it.
The highlighted section still doesn't actually fix the problem; If you mine it and you were to get the bonus piece of iron, then you have 2 iron ingots; However, if you mine it and you get one of the Ores, you can just place it again and repeat it for another chance at the bonus. On top of that, it removes smelting too, which i'm not too keen on, as I enjoy the feel smelting adds, and the possibility for a Forge in SMP, but that's going off topic

If it was still an issue, just make it always drop pre-smelted iron/gold.(diamond isn't an issue) It would make it even more useful as an item, but ultimately prohibit the ability to exploit it.

because that wouldn't work for diamond. It also would mean that you wouldn't need to carry it around to reap the benefits (you could just store it in a chest and pick it up only when you come back to the furnace to do the smelting) which means you wouldn't need to expose yourself to its "curse"

To fix the double resource bug/issue, it would be possible that when you mine a block, Rather than giving you simply Iron ore, the drop is Iron ore that uses a different number to represent it, and when placed it is placed as a completely different block, although it looks exactly the same as Iron and behaves the same, it just doesn't give you the extra piece of Iron.
To give an example, in a Cave there is a vein of iron at the end where there are a few blocks, but these blocks are ID'd as Block # 55 (Example, I don't know the real number for iron ore)
When mined, they drop Item Number 256, which is basically the iron ore block, which can be collected by the player. If the players places this block, they are placing Block # 56, which is the same as iron ore, but because it's been mined already, hence the number change, the bonus cannot be received when mining that block.
This would mean adding new blocks for every type of replacable ore or resource that this charm effects, mind, but it solves the problem.
A few questions in terms of the item though;
Are you only under it's effect while you posess the claw? IE, if you put it in a chest, you won't get the whole mining buff, but creepers also loose their psychic abilities?
Does it have a duration? Obviously if these creatures are as rare as you're making out, it seems unlikely, but if that's the case, you would only ever need to kill one, given that you don't die or lose it any other way.
Finally, Does the effect stack, or is it simply a: If you have one of these, the chances are increased?

Hrm... a good point. I think some of the ideas put forth would be good solutions. Ore blocks could be changed to never drop themselves, and instead drop an ore item. Which is then smelted. That way we could increase the number of drops and eliminate the possibility of omni-ores. We could also just mark the placed ore blocks like you suggest.
Also, I'm not sure where I stand on having the effect stack... I think I would say it should. The battle between you and the dragon is tough enough to get a higher reward. It also shouldn't really happen often enough for you to get two without playing forever.
Spawning up in the clouds, the Luck Dragon flies around aimlessly enjoying it's life and whatnot. If a player happens to come across such a beast flitting about in the sky, he might be tempted to hunt it.
If it's possible, I'd have it 'hang around'/nest/spawn at the top of large mountains. And I mean, really large mountains that bring you at or above the cloud level. You could still make them rare, but not so rare as to only having one per map/etc. With that, you'd really have to travel to reach a large enough mountain, and then traverse the terrain to get to the top in the hopes of spotting one of these dragons. It would make it more of an experience than a 'walk around all day looking up at the sky' type of deal.
I also think that searching/hunting for one of these on a Pegasus would be pretty fun.
