Okay I don't know about this, are the speed of the arrow is depending by the charge of your bow?, or....
So if I shoot an Prismarine arrow with fully charged, and it can travel 10 blocks per 1 second, that would be 100 blocks that this arrow can travel... how long is that? and the main thing of this is.. Not OP!. And the name looks cool too (Prismarine, a Prism on a Water)
I would support this idea, except for this one problem with it.
"All mobs except slimes will stop wandering within 5 seconds if there is no player within a 32 block radius. In this state, they will glance around randomly, but they won't walk anywhere."

Arrow speed is tied to how long you charge an arrow, yes (and damage is tied to arrow speed so faster arrows=more damaging arrows).
A prismarine arrow travels 41.6 meters per second at full charge, so it'll travel for 416 blocks maximum which is far longer than you need it to.

Absolute and total support. This is the most balanced combat-related idea I have seen in a long time, and something I would very much like to see in the game. I think having a slower speed seems to be the best approach, because if it was faster than a normal arrow the older one would be completely useless.
really cool! Support definitely dont give it 120 speed, yknow ( no need to ad) but made a suggestion on throwing knives a while back and it had different materials, maybe this could be it, for servers like mineplex with different gaamemodes and classes, those two weapons could work, the prismarine throwing knive also has the water cut and does 3 hearts, they could be used together in a kit! i have oher ideas dm if you want to talk also i know someone who could make you textures and stuff
The Prismarine Arrows could probabily spawn in chests in the monuments in addition to being crafted, so it is possible to get a few of them before dealing with Guardians.
Given that you have to swim through guardian-infested water to get inside the monument (which is also guardian infested), you're far more likely to get arrows from guardians before you encounter a chest of arrows.

I see you've changed this suggestion up a bit so I'll criticize this again.
Changing the arrows tip to a trident seems fitting, however this makes it look, well, like you said; "ugly". Either change it back to the original design or make the trident work. All an' all I'm hoping for a neater trident tip 'cause its so fitting to the theme of sea.
An arrow which flies straight?, now that could make sense underwater for its goal & theme is underwater functionality, however not above land. There is nothing backing up that ability above land either, so I don't support it. The idea of arrows flying straight while unaffected by gravity is a cool idea but it being made out of prismarine, does not grant it that power. Underwater = Yeah. Aboveground = No. I'd rather something more apt grant it that power, such as an enchantment maybe.
And again: There should be an arrow type icon appear alongside, while using the bow, just to know what type of arrow we'd be using and switching between. No one is going to know what type of arrow they'd have selected without drawing / shooting otherwise, which would be a annoying.
I still Support this idea. I would just rather some things about this be changed.
Ideas on how to make the trident tip look neater:
-Make the trident tip smaller. Right now it looks too big in comparison to the arrows shaft.
-Make the side spikes angle outwards 35 degrees maybe. Other ideas:
-Why does its craft yield 8 now? that's a bit OP, don't you think? :/ I'd bring its craft back to yielding 4. This will also bring it up to par with normal arrow crafting.
-Why not add a blueish partial effect while the arrow travails?
-Perhaps put some differentiation between the type of arrows feathers as well. Feather could be a bit light blue in tinge?
Dude. Just the name intrigued me. This is one heck of an original idea, and I would love to see something new related to combat in Minecraft. Prismarine, as of now, is a decoration block, basically as worthless as Lapis. Then they gave Lapis a huge role, and I would love the same to happen to Prismarine. Again, what an original idea. (As a last note, the rendering of what the arrow would look like is slightly derpy. Maybe some polishing is in order?)
Support.

That would be a problem...
This suggestion is a lot better and more useful than the other "different arrow types" suggestions I've seen. This is a great idea!

See what I did there? Aye?! Aye??? ;D
It IS slower than a regular arrow...

Yes, but it's also supposed to fly straighter right?
