I partially like this idea but there is a reason that I don't fully support:
This may just be my opinion, but I don't like the natural disasters because unlike the real world, the biomes can't "grow back" and there will be miles of dead biomes if you stay in the same area for a long time. If there was a way for the biomes to "grow back" sometimes I would support more. I like the different types of weather though. In my opinion the current weather is boring and it would be interesting to have this.
Definitely love this idea, but there would have to be a toggle to turn disasters on and off. I focus on builds even in survival, and... yeah, let's just say I might ragequit if a disaster ruined my day XD
Perhaps there could be an end-game item that when placed could cancel out disasters/the destructive effects of disasters within a certain radius. Some disasters could still occur (i.e. drought), but they would not damage the environment. That, or you could view how long a player has been in an area and if it's obvious they've been there for a long time you can probably assume they've put a lot of work into that area and you shouldn't destroy it with a disaster. Sort of like regional difficulty.
I think it is great only I would go a step further with the seasons part. I think that some crops only grow certain seasons, plant wheat in spring and it is matured by fall, plant carrots and they mature in summer... Ex. Some would be planted in spring, some in summer and some would harvest in summer and some in fall. No crops grow in winter but more mobs spawn. I have thought seasons would be great and am happy someone likes this idea too, even to go a step further with awesome weather patterns!
Making this defalt but by doing a custom world you can turn weather off would be nice for those who don't want it. I think adding this to the game would be so cool and give survival a fresh excitement without giving Minecraft feature cramp. Making it not be a mod would be also be good so vanilla Minecrafters like myself could enjoy it!
Maybe if mob griefing was false than the disasters wouldn't destroy anything but your digital life, that would solve the issues of having your house blown up or dessolate biomes.
I hope Minecraft adds these weather patterns soon!
I support weather, seasons, not electricity and not disasters.
A simple way they could do cloudy weather is to take the cloud texture and model and duplicate it in the sky and turn it 90 degrees.
I would also make it so trees leaves are affected by the weather, in the summer they are normal, in the autumn they turn yellow red and orange (on certain trees like oak, birch, and dark oak, since they are deciduous) and leaves visibly fall off the trees and cover the ground, in the winter they decay into thicket blocks and snow comes to more neutral biomes like forests, and in the spring the thicket blocks grow buds. The deciduous cycle happens only to deciduous trees of course.
I have an abundance of changes to suggest to all you fellow Minecrafters (and hopefully Notch!) So, please read it all!!!!! Also, remember that 20 minutes is equivalent to 1 whole in-game day & night. Key: 20%p/d= 20% chance of happening per day.
Basic, Local Weather
90%P/Day:Sunny- Normal weather conditions (classic clouds, and regular yellow, derpy sun). Lasts 0-20 mins.
90%P/Day:Breezy- Same as "Sunny" conditions except there will be a certain wind blowing Northern, North-Easterly or Westerly, Southern, South-Easterly or Westerly, Easterly, or Westerly direction which accelerates or reduces your speed depending on what direction you are walking/running. (Example: The wind is blowing due North-East. If you are walking towards your North-Easterly base, your speed will be accelerated 3%. If you are walking towards your South-Westerly base, your speed will be reduced by 3%.) This will barely be noticeable, but you surely will take note of it whilst walking down a steep hill/mountain, seeing as if you get pushed off of the mountain while you are hiking down it and fall to the ground. "'Player Name' was slain by unnoticeable breezes." will be seen in the chat zone. (JK, I would never want someone to be embarrassed while playing in multiplayer.) You may see, during this weather, that leaves will be blowing and waves will be submerging from bodies of water, either cast upon the sandy shores or blown into the ocean/sea/river/creek/lake/pond. Lasts 0-18 mins.
85%P/Day:Mild Clouds- Same as "Sunny" conditions except 45-55% of the sun/moon will be covered in clouds. Hostile mob spawning does not differ from "Vanilla" spawning. Lasts 0-20 mins.
85%P/Day:Cloudy- "Cloudy" conditions combine "Breezy" conditions and the fact that 0% of the sun/moon will be seen. Hostile mob spawning does not differ from "Vanilla" spawning. If it is morning-time, light will still be produced but, if nighttime, light will not be produced. Lasts 0-20 mins.
75%P/Day:Drizzle- Same as "Cloudy" or "Mild Cloudy" conditions except clouds are darker and a light rain is produced from the evaporation of water bodies. Over large water bodies such as oceans/seas/rivers (but not small bodies such as creeks/lakes/ponds), rain will fall under the "Normal Rain" conditions due to the vast amount of water evaporation occurring in that area. Hostile mob spawning does not differ from "Vanilla" spawning. Lasts 0-16 mins.
80%P/Day:Normal Rain- Same as "Drizzle" conditions except all clouds are covering the sun and "Vanilla" rain is produced. Hostile mobs can spawn in these weather conditions. Over large water bodies such as oceans/seas/rivers (but not small bodies such as creeks/lakes/ponds), rain will fall under the "Downpour" conditions due to the vast amount of water evaporation occurring in that area. Lasts 0-16 mins.
70%P/Day:Downpour- Same as "Normal Rain" conditions except a light fog is placed upon the area, more rain is produced, and a breeze will blow in a certain direction and will accelerate/reduce your speed by 8%. There will be a 25% chance that a flash flood warning will be placed on your area. This flood may reach 4-13 blocks above sea level. Houses made of dirt and/or leaves are not stable enough to condemn water and water can be easily seeped through these materials. Glass will be destroyed in these conditions. Hostile mobs can spawn in these weather conditions. Lasts 0-11 mins.

Hostile mob spawning does not differ from "Vanilla" spawning. Snow will not melt into water. Only Levels 4-5 Snowstorms will be able to affect you with hypothermia without thermometers or heavy clothing (sweaters/jackets/coats/scarves/wool caps) Lasts 0-19 mins.

85%P/Day:Thunder Storm- This weather is a "Vanilla" thunder storm and combines "Downpour", the fact that lightening will strike, thunder will sound, and a breeze will accelerate/reduce your speed by 6%. Hostile mobs can spawn in these weather conditions. Lasts 0-7 mins.
All storms (not numbers 1-6) have a naming system that they all follow, like this:
