Shining Mobs? It sounds girly...
Shining Mobs, despite the name, are not girly. In fact, if you ever fight a Shining Mob, you'll hope you never see another one again. Shining Mobs are a special kind of Mob. They consist of your known Creeper, Zombie, Spider, and Skeleton.
So, what's so special about these "Shining Mobs"?
Shining Mobs are Mobs who have been blessed, or cursed, with eternal power. The power a Shining Mob wields causes it to shine, hence the term, Shining Mob. Shining Mobs have much more health and power than their regular versions, and they also have a special ability.
Special Abilities?
Shining Mobs come with special abilities, making them more of a challenge to defeat. Each Shining Mob species has a different ability, and they can be used at random times.
Shining Mob Informative Chart
Shining Creeper
Special Ability: Shining Creepers have the ability to throw bombs anywhere between 5 - 10 blocks. Bombs range in damage, depending on how far away the player is from the bomb when it explodes. Shining Creepers have a slight chance (10%) of dropping 1 TNT block when killed. Damage: Shining Creeper's bombs range in damage. When a Shining Creeper explodes after being approached for 1.5 seconds, it deals 6 points of damage. Spawns at: Light level 7. Health: 20 Points of Health.
Shining Spider
Special Ability: Shining Spiders can spit webs at the player from a range of 10 blocks away. If the player is hit with a web, he or she cannot move for 3 seconds. Damage: Shining Spider's webs do 0 damage. When a Shining Spider jumps at a player, it deals 3 points of damage. Spawns at: Light level 7. Health: 20 Points of Health.
Shining Zombie(Voted as "Most Wanted Shining Mob")
Special Ability: Shining Zombies can move twice as fast as a normal Zombie. They can also damage the player twice as badly. Damage: Shining Zombies can attack for 6 points of damage. Spawns at: Light level 7. Health: 20 Points of Health.
Shining Skeleton
Special Ability: Shining Skeletons shoot fire arrows. Fire arrows provide low light while they are lit, and will catch the player on fire if the player is hit with one. Fire arrows from the Shining Skeleton will light flammable blocks on fire. Shining Skeletons also have more health points than regular Shining Mobs. Damage: 2 damage when arrows hit. Damage excels as player burns. Spawns at: Light level 7. Health: 25 Points of Health.
Special Shining Mobs
Some Passive Mobs somehow inherited a great power with them too. Sadly, they still haven't figured out how to use it...
Shining Cow
Special Ability: Shining Cows yield a very small chance (1%) of dropping a Diamond when killed. Damage: Shining Cows are passive, and therefore, can't attack. Spawns at: Light level 9. Health: 10 Points of Health.
Shining Chicken
Special Ability: Shining Chickens have the ability to peck at the player every 5 seconds, causing 0.5 points of damage. Shining Chickens yield a small chance (5%) of dropping a single unit of Gunpowder when killed. Damage: Shining Chickens attack when they are approached, and cause 0.5 points of damage. They attack once every 5 seconds. Spawns at: Light level 9. Health: 10 Points of Health.
Shining Pig
Special Ability: Shining Pigs can jump 2 blocks high, and give a slight chance (10%) of receiving more than 2 pork. This means a Shining Pig may drop 0-4 pork. Shining Pigs also have double the amount of health. Damage: Shining Pigs are passive, and therefore, can't attack. Spawns at: Light level 9. Health: 10 Points of Health.
Shining Sheep
Special Ability: Shining Sheep give an extremely slight chance (5%) of dropping a Gold Bar instead of Cloth Blocks. Shining Sheep also have double the amount of health. Damage: Shining Sheep are passive, and therefore, can't attack. Spawns at: Light level 9. Health: 10 Point of Health.
Shining Zombie Pigman
Special Ability: Shining Zombie Pigmen won't attack you until you attack them, but if you make the mistake of attacking one, it has a slight chance (25%) of multiplying into an exact copy. This means, if you are fighting a gang of 4 Shining Zombie Pigmen, you may end up fighting 8 in the end! Shining Zombie Pigmen won't drop anything unless you kill the whole group. If you kill the whole group, the last one will drop a Gold Sword. Damage: Shining Zombie Pigmen deal 2.5 damage per hit, and will attack once every 10 seconds. Spawns at: Any light level, only in the Nether. Health: 40 Points of Health.
Extremely Rare Shining Mobs
Some Shining Mobs are extremely rare, and may never show up. But if one does, and you defeat it, the prizes will be worth it. Note, Extremely Rare Shining Mobs are extremely difficult to defeat.
Shining Spider Jockey
Special Ability: Shining Spider Jockeys can shoot fire arrows, which provide low light, and will light the player on fire if he or she is hit. Shining Spider Jockeys can also shoot webs, which stop the player from moving for 3 seconds. Shining Spider Jockeys can move twice as fast, and jump twice as high. Damage: 2 damage when arrows hit. More damage is done as the player burns from fire. When the Shining Spider Jockey jumps at the player, 3 damage points are dealt. Spawns at: Light level 7. Health: Shining Skeleton: 20 / Shining Spider: 20 / Total: 40.
Shining Ghast
Special Ability: Shining Ghasts can launch fireballs that explode with the same force as a TNT Block ( ) on impact with anything. Shining Ghasts can also teleport to any block in Nether. Damage: Damage varies, depending on how far the explosion from a fireball is. Spawns at: Any light level, only in Nether. Health: 10 Points of Health.
Shining Slime
Special Ability: Shining Slimes have the ability to spit Slime Balls at the player from a range of 10 blocks away. If the player is hit by a Slime Ball, he or she cannot move for 3 seconds. Normal and big, and huge Shining Slimes have the ability to eat the player. If the player is eaten, he or she takes 0.5 points of damage every second. To escape, the player must rapidly press the jump button, thus destroying the Shining Slime in the process. Damage: Shining Slimes do damage depending on their sizes. When eaten by a normal, big, or huge Shining Slime, the player takes 0.5 damage every second. Small Shining Slimes do 0 damage when they bump into the player. Normal Shining Slimes do 0.5 damage when they bump into the player. Big Shining Slimes do 1 damage, while Huge Shining Slimes do 2, respectively. Spawns at: Light level 5. Underground only. Health:
Small: 1 Point of Health.
Normal: 4 Points of Health.
Big: 16 Points of Health
Huge: 64 Points of Health. Additional Info: Shining Slimes come in four official sizes. They are small, normal, big, and huge. When attacked, Shining Slimes split into two smaller sized Shining Slimes. Below is a ratio chart explaining this:

Seems nice, but I object to skeletons having more health than zombies.
Skeletons are ridiculous enough to take on alone, zombies have little enough going for them to warrant the health boost. The spiders might be better off with it as well.
I am also concerned by how the zombie deals as much as the shining creeper, except he can do it more than once. This makes the zombie much more dangerous than the creeper, except for the bomb-throwing ability, which sincerely seems not overpowered, but just obnoxious and impossible to deal with effectively. In other words, being able to throw exploding projectiles unpredictably at varying ranges is unfair, as there is virtually no way to actually prevent being harmed by it even by a skilled player.

The reason why skeletons have more health than zombies is simple. As you said, Skeletons are tough enough on your own. The point of Shining Mobs is to make the normal Mobs even more difficult to defeat. Since Skeletons are more difficult than Zombies, Shining Skeletons should also be more difficult than Shining Zombies, no matter what the health difference. Just remember that Shining Mobs aren't supposed to appear ever 5 seconds; They're meant to be rare, and appear maybe 20%-25% of the time.
Shining Zombies deal as much damage as a Shining Creeper because the Shining Zombies do not have any "true" special abilities, such a ranged attacks.
The Shining Creeper may be able to throw exploding bombs, but this doesn't mean that they will always hit. Also, the Shining Creeper will not throw bombs at a rapid rate (such as one bomb every three seconds), but instead, it will throw them at completely random times. Sometimes, it may throw one bomb right after another, then stop for fifteen seconds and start throwing again.

Fire arrows can't give off light. If I recall correctly, light sources, with the current lighting engine, MUST be static and unmovable. It's a limit to the way things are lit in Minecraft.
Otherwise, capitol idea..

Thanks for the feedback. I guess it's my fault for not mentioning this in the first post, so I apologize. Fire arrows (while moving) are just arrows with a fire animation on the tips. Once the fire arrows strike a block, they start giving off a low light level, probably of 2 or 3. The fire on the arrow will burn for 3 seconds, then go out, allowing one to collect the arrow.

how would the game be able to tell what the group is?
I love this idea, because only real threat in nigth are spider joceys and change of meeting on is about 1/100 or more.

They stand idly in packs of 4-10. Zombie Pigmen are passive until attacked, upon which the entire pack will charge at the player with deadly speed. They will continue to be hostile to the player for a certain length of time, or until the player travels a sufficient distance away from the pack. This lengthy process can be skipped by changing the difficulty to peaceful and back.
Since the game knows how many Zombie Pigmen to spawn in a pack, it should know how many are in that group.

I was going to implement the feature of fire arrows lighting flammable blocks, but then I thought that would be unfair. Since Shining Skeletons would only shoot fire arrows, there would be a high chance of one hitting your house, and destroying all your work.
I will make a poll with this question, though, and depending on the majority of votes, I might add this feature.
