I did a search on suggestions and I didn't see any topics suggesting the same thing. The Premise
-Have "Block Health" that would decrease by one point every minecraft week.
-Only crafted blocks (planks, cobblestone, half blocks etc.) would decay.
-This means that natural blocks( trunks, dirt, smoothstone etc.) would not decay.
-Decayed blocks will not destroy themselves.(explained later).
The Point of Decay
Now we get to the point of decay. The minecraft world is too static, the world never changes unless you personally change it.
I find it strange that, after spending lots of minecraft days underground that my wood and cobblestone house remains virtually unchanged. I want to see the wood slowly being infested by moss and insects. I think a good solution to this is the solution I proposed above. Every crafted block would have a set number of health. That number would slowly fall until the block is considered fully decayed. Now, a fully decayed block will not disappear on its own, that where zombies come in. There have been threads before suggesting that zombies be able to break blocks but I think that this is a new angle. Fully decayed block will be actively sought out by zombies. Fully decayed block would be attacked by zombies even when there is no player close to them. Imagine coming back from mining or exploration and finding a tangled mess of ruins swarming with mobs where your place used to be.

-Decayed blocks can be destroyed by skeleton arrows and zombies
-Decayed blocks have weakened explostion resistance(tnt and creepers destroy more).
-Wood decay- Starts out with small green and red dots, slowly grows to engulf the entire block
- cobblestone based block decay( includes tracks and half blocks)- not sure has to be different from mossy cobbleston though
Glass Decay- Starts to be flecked with dirt, after a while small cracks appear.

For what it's worth, the idea sounds good and all, but I really don't think that half of the crafted blocks would really decay over time or anything, and not to mention, people really don't want to spend 10-30% of their time repairing things.

You can always play on peaceful or build an outer wall of a natural material like dirt

How about adding an option at the start of a new game file, to present this possibility up and add a further difficultly to the game, if the player should so choose? the file would probably have some sort of plus sign or something else to mark it out from the other save files, as an indication that the blocks can decay.
This way the people that just want to build can still do that, while the people that really want to spend some time doing repairs can. Though I might want to suggest adding a few items to actually be able to clean, and temporarily proof some of the man made blocks for this mode of play, instead of, how I see it having to be played as its currently set up. destroying the block and fully replacing it.
I also agree with Wakazor, that wood and rock don't exactly decay that fast either.

Or we could play on hard and build out of wood. This is possibly one of the worst suggestions I've ever seen.
