The concept art though doesn't seem ok. Too "good".
#1 - The carried block should be flat on the top of the tortoise's back, not seemingly jiggling around.
#2 - The side pack are totally extraneous. It's already carrying an entire chest for Steve's sake! 27 inventory slots is a WHOPPING amount of space. Imagine taming a few of those and, instead of feeding them tons of flowers that you have to place beforehand, which makes a tortoise carrying the stuff seem rather pointless given that you still need go to the destination tem back again. In that same time you could have put your entire inventory into a chest and carried the stuff yourself, then come back for the rest of the stuff in your chest, instead of coming back to "start" the tortoise on it's slow trip.
#2 - The choice of wether the tortoise can carry ONLY a chest or ANY block should be made once and for all.
#3 - Making a flower path is useless when you could just leash a turtle or two using Leads. Slower than by mule, yes, but you can carry a LOT more at once, and you cant travel fast ANYWAY when leading animals using Leads. Given that Leads work on ALL animals, the entire "flower path" aspect is useless, unless that gives some kind of significant ease-of-use and/or speed-boost to the tortoise.
#4 - The marine argument for those replying to those suggesting it can't be a water mob, is nil. Just name it turtle instead of tortoise and you,re all set for the aquatic environment.
In fact, given that horses (mules with chests) go ONLY over land, it would be cool to have some mob for water.
Another interesting alternative:
In the art image the tortoise's shell is chest-big, which is not exactly 1 block. If the tortoise' shell would be EXACTLY 1 block in total size (even height), then we could have tortoises BECOME the block. Instead of having the block added on top, it's shell texture would become that of the block.
Yes, that means "working" TNT tortoises lol.
Realistic? Definitely no. But fun? Oh yeah!
Who cares about realism anyway! I've got more than enough of that in real-life!
I honestly think a good use might be to put a redstone torch on his back and right click it with an eye of ender. Then you would see out the eyes of the turtle, and sort of be like an RC Turtle, as you could control him.

Yeah, sure, I like it. I always have. I think everything about it is well-balanced. So, I guess i'll give this old suggestion a seal of approval that doesn't actually amount to anything.
quite original, good model, good properties to have, however there are allot of "this could do..."s and not enough "this will do"s... to me it just doesn't feel fleshed out enough.
I love the little guy, it would be so cool to have him following you around! Really all the ideas for blocks to give him are so fun, but at minimum he should be able to carry:
-Any block with a GUI (crafting/furnace/enchanting table/brewing stand/cauldron/single chest/jukebox/etc)
-Note blocks for sure
-A couple light-source blocks (pumpkins and glowstone maybe?)
-TNT for the laughs
-Maybe a few types of "natural" blocks for decoration (dirt, grass, smoothstone for that classic mythology world-turtle look, wood & leaves for pokemon style)
Definite support for such a well-thought out, fun and interesting idea.
The big tortoise is even more awesome and I'd love to see him in game, but I feel like he would stick out a bit without some other fantastic-feeling mobs to support/legitimize his presence. Like if red dragons ever got added, or giant whales could be found roaming the seas. When the standard for comparison is wolves, cows and horses, a tortoise that size just seems... well weird and misplaced.
But hey, if I found one in the next update I would not complain, I'd still stick a bed and a few other essentials on him and happily use him as a mobile house.
The flower path idea is interesting but we now that we have leads it seems clunky and unnecessary. I get that it allows you to send your tortoise on missions without you but the work involved is too much compared to say setting up a chest minecart (which will work more than just once) or just moving your things yourself (which doesn't require as much block placement or flower stacks even if it is also tedious in its own way). Thanks to leads tortoises would be useful anyway but if you're going to include a separate mechanic that lets you tell the tortoise where to go it needs serious rethinking.
I wonder if it would be possible to have mobs teleport out of chunks that are about to be unloaded and then just have the tortoise relentlessly follow you only teleporting to the nearest loaded chunk to it when the chunk that it is in is about to be unloaded. Since they are supposed to be slow. The only problem with that I think is when you cross oceans they might not be able to find a place to port to.
