It will be one of the best methods of repelling Mobs. It will be a box that you place on the ground, which emits a sound, maybe a deep rumbling, then keeps mods spawning in a ? block radius of it. Not sure how it'll be crafted, but maybe it'll require a Jukebox, like this: = Jukebox
Basically it will just work like a torch, it just won't produce light.

why go to all that trouble when you could just place a torch?
Which would you rather do, place 100 torches, or 1 Soundwave generator?
1 torch stops mobs spawning within a 5 square radius, 100 torches placed in a 10x10 grid leaving 10 squares between each torch safegaurds 12100 sqaures (i could be wrong here, but i'm pretty sure i'm close). To make your sound wave generator comparable to that many torches it would need to stop the spawning of mobs within 53-54 square radius which is just a little ridiculous. Of course this was based on a 2d plane, if you ment 100 torches in a rough 3d cube it would need to stop mobs spawning in an approx 20 square radius, which is a little more reasonable but still far too overpowered for my liking. If you're that set against stopping mobs from spawning in such a large are why don't you turn the game to peaceful? Is there a specific reason why you still want mobs turned on but unable to spawn in such a huge area?
Also the materials you've proposed make it exceedingly cheap, it needs only 1x , 8x (2x ) and 8x . If its going to be as powerful as you've proposed i feel it should be far more expensive, perhaps requiring obsidian and solid gold blocks instead of cobblestone.
great! I can have an even field of safety without having to worry about that little dark spot right there. it should also be able to be turned on and off by a switch or button.
