If rain is implemented, it could flood rivers, making the water level go up by two eighths of a block. This could stack depending on how many days it rains. Eventually the water would flood the surrounding landscape, killing plants and destroying crops. This stackable water level would not go past a block, to prevent huge floods. If the river is flooded, it will go down by one eighth of a block each day it is not raining. Remember it has to rain for a full day before the river will start to flood. This means flooding will be uncommon. Maybe if seasons were implemented, it would rain and flood more often in Spring and maybe the river's water level rould drop by one eighth of a block if it was incredibly hot for three days. This would obviously have to use a temperature system, which would either be 'Very hot, hot, warm, cold, very cold' or '40 degrees etc.'
Either way, I think this idea I thunk is pretty good, unless it has been mentioned before. If so, sorry 'bout that.

If we were looking to modify our games completely, this thread would be in the Mapping and Modding section of the forum. Also, I'm British and feel kinda offended at your portrayal of a 'prissy' person. Also, this is a suggestions thread, and you aren't suggesting anything, so begone!

And then people come in and are like "OMG I WANT THIS LOL!! SUPORT," totally ignoring the fact that you can get so many of the ideas almost as well as them being implemented.
Sure, it's not perfect, but you should be flattered that people even are making things from this thread, whether it directly influenced the mods or not!

It has some good points, but there is alot here, and I can't see it all being done. I really like the idea of underwater scenery, such as coral and mobs. I would really like to see small multicolored fish that are visible in the water, around coral and such. I honestly think though, that there should just be a scuba tankard goggles. It's minecraft.
Oh, also, I agree with the water being to darn dark. i cant go down 3 blocks without it going pitch black. I want to see Chrystal clear waters like those on the fancy beaches.

I don't think mods are for "the lower class." The problem is that if you make it a mod as Notch said he won't implement it himself because he doesn't want to copy the modders, which I think is a major problem for those of us who want it to be an official part of the game. Having something as a mod instead of an official game update is certainly a step down. It limits accessibility and forces us to rely on third parties to make sure the mods work properly. A lot of people don't use mods, especially casual gamers.
I just really hope Notch doesn't see your mod and say "well, someone already did coral so I guess I can't..."
Update: Notch tweeted that he's getting his advanced scuba license right now and has been spending a lot of time underwater lately...I think that could motivate him to work on something like OceanCraft!

I don't think it would be very easy to make morphic and curved creatures in a world of cubes, especially if they are microscopic in size.
