Currently, right clicking once with flint and steel sets blocks on fire.
Halloween update, you'll need to light torches with flint and steel.
Miss, hit the wood block the torch is on? WHOOOSH! Whole house is in flames.
I'd suggest that for torches, one click should be enough, but for BLOCKS, you should have to hold down the button, much like holding down a pick to dig through stone.
Sounds fine to me. Though, personally, once i have a home to worry about burning, ill use lanterns.

why not just have it so picking up a torch while you have flint and steel will automatically put it into your inventory as a fresh torch? Then you can just place it again with no worries. Then you only need to worry about aiming if the torch is over a pit, and that generally denotes stone, or if not, then at the very least you will have a reason to aim carefully.
That would just be wasteful. If you want to shift your torch over 3 spaces, there wouldn't be any point in even touching your old one, you'd only be able to drop a new one.
And seeing as all Torches are being turned into Lanterns, I don't think you'ere going to have much problem with the problem you've just presented.

Honestly, a torch has an open flame. Logically, if you put it near a wooden structure, it should be capable of catching on fire at any given moment that the torch is lit, and not just when you go to light it.
Also there aren't naturally occurring wooden blocks, so unless you're placing your torch on a tree or in grass for some reason, it generally means that you're placing it on a non-flammable block and/or a structure you've built, and if it's a structure you've built, it means you are planning on frequenting the area, in which case you should be creating a lantern so you don't have to constantly keep relighting the damn thing.
As much sense as it does to be able to light a burned out torch with a single spark.
And as much sense as it does to not have that same piece of wood dry out and catch on fire from being next to an open flame for an extended period of time.
And as much sense as it does to put down a piece of wood, instead of something less useful like dirt, in an area you wont be visiting often enough to warrant placing a lantern.
