Resolved: You had to use 2;0x0; not 0x0. For some reason the game requires you to specify it's a superflat world (2), even though it only works in superflat.
I would like to have the superflat generator generate... nothing.
What's the preset for that? Is at least one layer required?

Do one layer of sand. Eventually (A hell of a long time, depending on your computer) after you break one block they will all fall out of the world.

Actually, the 2 specifes the format version for the superflat world in order for old superflat worlds to continue working, which is why you must use 3 as of 1.8. (For some reason, this doesn't allow you to use old superflat codes in 1.8)
Just put in 1;0 That always works for me. It will make one layer of air at the -1 y coordinate throughout the whole world, so when you spawn in you will be at the bottom of the void word and you will just have to use this command to place down a stone block to build off of (be in creative): /setblock ~ ~ ~ minecraft:stone

It doesn't seem to accept blocks like air and pistondata.
You could try the snow cover. Not the block, the cover.

Pretty sure those are render distance based when it comes to destroying them...
