I use Amidst, set the grid size to 2000, and explore the 8 grids surrounding the spawn point (9 grids total).
I found this seed (-9060041643249172811 MC version 1.12.2) that's unusual for a few reasons.
1. It has an unusually high number of villages (24), temples (17), and 13 ocean monuments within those 9 grids.
2. The three closest strongholds are in those 9 grids.
2a. The stronghold to the NW is water-bound (completely surrounded by water with no connection to the rest of the stronghold sections).
2b. A normal stronghold is to the ENE.
2c. The third nearest stronghold SSW entry is walled off and if you mine the stone that blocks it a fountain flows into it. That's a fairly easy fix but the first I've seen like that.
3. It's a fairly flat world and has provided a good supply of minerals/mineshafts.

I've recreated this world a couple of times using the same seed and all are the same as this one, it is not a glitch!
As soon as you said there were a lot of villages I knew you were describing a predominately desert world.

However, before the rules for where villages could be generated were loosened up to allow villages in forest biomes it was certainly true.

This is interesting - I didn't realize that villages spawned more numerously in deserts. Is it because the terrain is flatter?
The only criteria that determines whether a village can generate is the biome; the game chooses a location and checks the biome at a single point in the center of the chunk and if it is one of the biomes they can spawn in a village will generate (prior to 1.10 the game also checked the biomes around every piece to be added and if less than 3 total pieces could be added the generation would fail entirely, causing around a third of all attempts to fail, based on the number of villages listed in Village.dat in my first world and the number that have actually generated).
Either way, the only reason why people think that villages need flat terrain is the fact that the biomes they generate in are flatter; they are more common in "hot" climate zones because there is a much greater proportion of biomes they can generate in (they are mostly plains, savanna, and desert, all valid biomes); if the entire world were a valid biome, as is the case in Superflat, there will be one village every 1024 chunks, or exactly one per 512x512 block region, so a level 4 map (2048x2048 blocks) can have up to 16 villages (more if not centered to a multiple of 512, as will be the case with 1.8+ maps; the way the game places villages is that it uses a grid that is 32x32 chunks in size and offsets them by 0-23 relative to each region).
The same also applies to desert temples, which can also generate in desert hills so they will be more common in a desert that is a mix of normal desert and hills (at least they can in Java in 1.6.4; the Wiki seems to indicate that this is only the case in Bedrock now), and most other structures, except for mansions and ocean monuments (these check the biomes around them; the area used by mansions is/was offset incorrectly so part of the structure can extend into an adjacent biome, they are also much rarer with one every 6400 chunks before any biome considerations). Strongholds also perform a biome check, except it is used to relocate them within a non-ocean biome if one is found within 112 blocks of the initial location (this relocation always occurs and can cause them to go outside of the normal distances they generate at, as a stronghold in my first world does).
