It's true! You can create a fully adjustable enchanting room that requires 0 pistons whatsoever! This design I came up with looks really nice by using water to block off bookshelves.
It is also fully adjustable, meaning that you can block off 1 bookshelf at a time, or 2, or 3, 4, 5 and so on! This is to help you customize what level enchantment you want!
It's probably better to bill it as a slimeball-less variable enchanting room, because those are the hardest part of a sticky piston to get and it takes 3 times as much iron this way (buckets). In survival I almost always get lots of iron before any slimeballs.

But I really dont see much advantage to block bookshelves since they always have a lv 30 and a lot of low levels
The lower levels that aren't level 30 are random. In my opinion, I don't want to scroll through the cycle just to find a level 15 for maybe a silk touch enchanted book. I just find it easier lowering it down to a max of 15 so you see the level 15 straight away.
