Did you actually put the exact command that you've shown in to your command block?
If so, take out the ''minecraft:" before the execute. Also, what is that weird symbol on your scoreboard? That may prevent something, just to say. your command should look something like this once you've fixed it.
Notice I took out the weird symbol in your scoreboard, but if you really want that and it still is right when you put the command in, then you can keep it but...

This tests for a player that fulfills the requirements and casts blindness on all players within the radius. This command is meant to be run on a clock.

You can detect NBT in /testfor and /scoreboard, but you cannot act upon entities with a /testfor. /execute cannot use data tags (excepting data tag arguments present in the command being executed).
I am trying to create custom grenades for a special map I am making. I want the command to be name and type based, but it does not work when I add the name selector. I got this to work...
This strikes all entities within 5 blocks of a snowball with lightning, except for the snowball itself. I want to select which snowballs by their name also so that there can be different types of grenades, all determined by name. For example, this one could be called "Lightning Grenade" and then another could be called "Explosive Grenade" which summons exploding creepers like the lightning. I tried doing the following...
I choose the name chuck for practice. After running the command in my redstone clock the following message appears...
Failed to execute 'execute @e[type=!Snowball,r=5] ~ ~ ~ summon LightningBolt ~ ~ ~' as Snowball
I am not sure how to get this right, so any help would be nice! Thanks
EDIT: I rename the snowball "Chuck" in an anvil and then use them.
ANOTHER EDIT: Eventually I will target players to fry instead of entities. So in the second part of my command I will use @a instead of @e. Maybe... It is fun frying mobs
i used 2 commands:
/execute @e[type=Endermite,name=SpawnEnderDragon] ~ ~ ~ kill @e[type=Endermite,r=1]
/execute @e[type=Endermite,name=SpawnEnderDragon] ~ ~3 ~ summon EnderDragon ~ ~ ~
but when i spawn in a endermite named that it doesnt do anything.
Reverse the order you are executing the commands. You cannot target a dead entity. Also, you don't need to /execute to kill the endermite, just use: /kill @e[type=Endermite,name=SpawnEnderDragon]
okay, how can i kill a invisible zombie if its not in range of a skeleton, and more importantly how can I have lots of skeletons being teleported to lots of invisible zombies.
You will probably want to use c=1 as well

It's the space in:@e[type=Pig, r=7] The Entity selector tags are meant to be separated by a comma and a comma only.

You would have to use scoreboard or testfor to detect NBT data.

Erase the space between "," and "r".
Your command is trying to place a gold block in the void (!). Use tilde notation.
You cannot detect NBT in the execute command. You can use a /testforblock command to activate the /blockdata command to preserve the functionality.

The command you want to use here is /scoreboard. Not /execute.
