Is there a way to summon minecraft:egg that have exactly 0% chances of spawning chicken?

but if you want my advice: you can't do it

You cannot directly do it as Tarnings stated; However, you can bypass this by:

• Detecting the egg next to the player by seeing if the LeftOwner nbt tag doesnt exist in the egg.
• Copying the motion of the egg to a scoreboard/data storage
• Summon a new egg with a marker passenger at the old egg's position
• Retransfer the old egg's motion to the new one
• Kill the old egg

When the new egg breaks, the marker passenger will be left behind, you can then:

• Detect as the marker if the egg still exists really close to it (0.5 distance radius should do)
• Kill 1 baby chicken within the same block
• Kill that marker

Note unless you tag all baby/adult chickens beforehand the marker can kill a random non egg related chicken.
